About this opportunity

Leon County and the Florida Fish and Wildlife Conservation Commission's Fish and Wildlife Research Institute are pursuing a single-source procurement for specialized radio telemetry equipment, specifically Lotek radio telemetry tags and receivers. The procurement is designed to support ongoing freshwater fish research, with specific requirements including radio telemetry tags capable of broadcasting frequencies between 150-154 MHz and compatible with Lotek SRX 1200 receivers. The equipment must log temperature, pressure, and 3-axis acceleration data, with receivers able to decode transmissions from Lotek MCFT-3 transmitters and handle up to 700 tag IDs per channel/frequency. This procurement is not a traditional solicitation for bids or proposals, but rather an opportunity for potential vendors to demonstrate their ability to meet the specialized research requirements. Interested vendors must submit written information regarding their capability to supply the described commodities by January 20, 2026, at 4:00 PM ET. The contract term is anticipated to be three years from the purchase order issuance, with the agency reserving the right to make a final determination on single-source status after reviewing vendor submissions.

There are no explicit set-aside designations or restrictions on responding organizations mentioned in the documentation. The intended single-source vendor is Lotek Wireless, Inc., though the agency remains open to vendor submissions that might challenge this designation. The estimated dollar amount for this acquisition is $200,000.00, covering the specialized radio telemetry equipment needed to continue critical research evaluating survival, habitat use, predation rates, and fish emigration. The procurement has received approvals from multiple levels of research and administrative leadership, including Research Scientist Aaron Reid Hyle, Section Leader Jason Dotson, Deputy Director Leanne Flewelling, and purchasing management. The procurement is specifically designed to integrate with existing research infrastructure and technology platforms, ensuring continuity and compatibility with ongoing scientific studies. Vendors must demonstrate the capability to fully perform contract requirements and comply with Chapter 287 of Florida Statutes and other applicable regulations.
