The California Department of Transportation (Caltrans), Division of Procurement and Contracts, is issuing an Invitation for Price Quote (IFPQ) for roof removal and replacement services with asbestos abatement at the Mountain Pass Maintenance Station located in San Bernardino County. The procurement encompasses complete removal of existing roofing systems containing asbestos-containing materials and installation of new 30-year architectural composition shingle roof systems on five employee housing units (approximately 1,215 to 1,321 square feet each) and three detached garages (approximately 300 to 806 square feet each). Qualified contractors must maintain active C-39 Roofing Contractor and C-22 Asbestos Abatement Contractor licenses from the California Contractors State License Board, current asbestos certification, and valid Department of Industrial Relations registration. The mandatory pre-bid site inspection is scheduled for March 2, 2026, at 11:00 a.m. at 94200 Clarke Road, Mountain Pass, California; written questions must be submitted by March 3, 2026, at 12:00 p.m.; and final price quotes are due March 10, 2026, at 5:00 p.m., with an estimated award date of March 17, 2026, and work commencing May 1, 2026, or upon Department of General Services approval.

This solicitation is restricted to certified small businesses (SB), micro businesses (MB), small businesses for public works purposes (SB-PW), or disabled veteran business enterprises (DVBE), with Caltrans required to receive at least two price quotes from certified entities before award. The maximum bid cap is established at $461,000, with prevailing wages applicable if the total bid exceeds $15,000 in accordance with state general prevailing wage rates for San Bernardino County. Successful bidders with quotes exceeding $25,000 must provide a payment bond of not less than 100 percent of the total contract amount prior to work commencement. Insurance requirements include commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), workers' compensation at statutory limits, pollution liability ($1,000,000 per incident/$2,000,000 aggregate), professional liability ($1,000,000), and builder's risk/installation floater coverage.
