The contract requires the selected vendor to manage trash, compost, and recycling collection, hauling, and disposal for District 4 Right of Way and Property Management properties, utilizing four-cubic-yard bins for regularly scheduled pick-ups and on-call/emergency debris removal services. Contractors must possess a valid Motor Carrier Permit and comply with organic waste recycling requirements under Senate Bill 1383, with services to be performed during standard working hours (8:00 a.m. to 5:00 p.m., Monday through Friday) and potential emergency services outside these hours. The solicitation requires bidders to submit price quotes by May 27, 2025, at 5:00 P.M. Pacific Time, with a proposed contract award date of June 10, 2025, and a contract period spanning from January 1, 2026, to June 30, 2027. Pricing will be evaluated based on unit rates for scheduled pick-ups, normal and emergency on-call services, and additional trash collection and hauling activities.
This procurement is exclusively reserved for certified Small Business (SB), Micro Business (MB), or Disabled Veteran Business Enterprise (DVBE) contractors, with an estimated contract value between $5,000 and $250,000 (bids at or above $250,000 will be automatically rejected). Subcontracting is expressly prohibited under this agreement, and contractors must demonstrate compliance with non-discrimination provisions and various state regulations. The contractor will be responsible for providing all necessary labor, bins, supplies, materials, equipment, and incidentals, including payment of disposal fees and taxes.
