About this opportunity

The California Department of Transportation (Caltrans) issued an Invitation for Price Quote (IFPQ 09A1090) on February 20, 2026, for asbestos roof removal and replacement services at the Sonora Junction Maintenance Station in Mono County. The procurement requires the contractor to remove and legally dispose of approximately 6,150 square feet of existing asbestos-containing roof covering in compliance with EPA and Cal/OSHA regulations, and to furnish and install a new 80-millimeter induction-adhered thermoplastic polyolefin (TPO) roofing system with complete weather-tight installation and a 20-year manufacturer warranty. The scope of work includes obtaining a State Fire Marshal permit, conducting asbestos surveys and sampling, removing and disposing of asbestos materials, installing new insulation, and providing a secure, weather-tight roof system. Contractors must hold either a C-39 Roofing Contractor license with C-2 Insulation and Acoustical Contractor and C-22 Asbestos Abatement Contractor licenses, or a B General Building Contractor license with a C-22 license, along with current asbestos certification (ASB) and Department of Industrial Relations registration throughout the contract term. An optional pre-bid site inspection is scheduled for March 2, 2026, at 10:00 a.m.; written questions must be submitted by March 3, 2026, at 12:00 p.m.; and price quotes are due by March 10, 2026, at 5:00 p.m., with an estimated award date of March 24, 2026. The agreement is estimated to commence April 1, 2026, and expire March 30, 2027, with work performed during normal business hours, Monday through Friday, 6:00 a.m. to 7:00 p.m., excluding state holidays.

This is a small business (SB) set-aside contract open exclusively to certified SB entities, including micro businesses (MB), small businesses for public works (SB-PW), and disabled veteran business enterprises (DVBE), with Caltrans required to receive a minimum of two certified SB/MB or DVBE price quotes before award. The maximum allowable bid amount is $461,000, with prevailing wages required if the total bid exceeds $15,000; payment bonds are required if the bid exceeds $25,000. Comprehensive insurance coverage is mandatory, including general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, workers' compensation, and pollution liability of $1,000,000 per incident and $2,000,000 aggregate. Historical asbestos survey reports from 1993 and 1988 confirm the presence of asbestos content in roofing materials, pipe insulation, and fittings at the facility, which serves as baseline documentation for the abatement work.
