About this opportunity
The Virginia Department of Transportation (VDOT) Appomattox Residency is requesting bids on on-call, as-needed removal and disposal of spoils under IFB 161145, with bids due September 8, 2026 at 2:00 p.m. EDT via eVA, and a mandatory in-person pre-bid conference on August 27, 2026 at 10:00 a.m. EDT at 331 Ferguson Street, Appomattox, Virginia. Attendance at the pre-bid meeting is a prerequisite for bid submission.
The work covers two lots: Lot One (Appomattox and Campbell counties) and Lot Two (Amherst and Nelson counties). Bidders need not bid on all lots but must have capacity to perform work on any lot bid. Pricing shall be per cubic yard and must include all labor, supervision, equipment, tools, supplies, incidentals, and mobilization/de-mobilization costs (excluding loader de-mobilization). A one-time $500 mobilization fee applies for loader delivery per lot. Work hours are 8:00 a.m. to 5:00 p.m., Monday through Saturday, excluding state holidays.
Bidders must provide a minimum of two tri-axle or tandem dump trucks per lot with 15-ton minimum hauling capacity and one rubber-tire loader per lot with minimum 110 horsepower and 2-yard bucket capacity. All subcontractors require prior written VDOT approval. Prevailing wage determinations by county and position are mandatory. Insurance requirements include workers' compensation (statutory), employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit.
Bidders must submit a Small Business Subcontracting Plan unless certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). Vendor transaction fees are 1% of contract value, capped at $500 for DSBSD-certified small businesses or $1,500 for non-certified businesses.
The contract period runs from date of award through one year, with four successive one-year renewal options. VDOT will award on a per-lot basis to the lowest responsive and responsible bidder. Payment is made within 30 days after receipt of valid invoice and verification of satisfactory completion under the Virginia Prompt Payment Act. A virtual public bid opening is scheduled for 9:00 a.m. EDT on September 10, 2026.
