About this file
This file contains bid attachments for IFB161145, an on-call removal and disposal of spoils contract issued by the Virginia Department of Transportation (VDOT) for the Appomattox residency area across multiple counties including Amherst, Appomattox, Campbell, and Nelson County. The solicitation requires bidders to submit documentation related to Virginia State Corporation Commission registration status, a Small Business Subcontracting Plan, subcontractor approval requests, and normal and emergency contact information as conditions of bid responsiveness. The contract covers highway construction-related work involving the removal and disposal of spoils on an as-needed basis across the specified counties.
The solicitation requires bidders to identify their Virginia business registration status or provide legal counsel opinions explaining their lack of Virginia presence. Small businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) must provide certification numbers and dates, while non-certified small businesses must outline their plans for subcontracting to DSBSD-certified firms, with failure to meet proposed participation percentages potentially resulting in breach of contract. Prevailing wage determinations are mandated for all work classifications across the four counties, with wage rates varying by county and position, including roles such as equipment operators, laborers, carpenters, electricians, and truck drivers. All subcontractors require prior written approval from VDOT, and the primary contractor remains fully liable for subcontractor performance and contract compliance.
