About this opportunity
The Virginia Department of Transportation (VDOT) Appomattox Residency issued Invitation for Bid (IFB) #160900 on May 1, 2026, soliciting bids for the fabrication and delivery of three aluminum pipes with structural plate headwalls across three separate lots for locations in central Virginia. Lot One requires a 60-inch by 40-foot culvert with a 15-degree left skew for Route 600 Riverville Road in Amherst County; Lot Two requires a 72-inch by 50-foot culvert with a 25-degree left skew for Route 607 Columbus Road in Appomattox County; and Lot Three requires a 60-inch by 46-foot culvert with a 10-degree left skew for Route 1546 Poplar Terrace Drive in Campbell County. Bidders may submit proposals for individual lots and are not required to bid on all three lots. The bid submission deadline is 2:00 PM EDT on May 11, 2026, with a virtual public bid opening scheduled for 9:00 AM EDT on May 12, 2026. All fabricated pipes and headwalls must be delivered between 8:00 AM and 3:00 PM, Monday through Friday, no later than June 12, 2026. Questions regarding the solicitation must be submitted to contract officer Robert Dowdle at Robert.Dowdle@vdot.virginia.gov no later than 5:00 PM EDT on May 5, 2026. Contractors must comply with AASHTO M219 or ASTM B746 specifications for aluminum structural plate headwalls, design all headwalls according to HL-93 loading using AASHTO LRFD Bridge Design Specifications (8th Edition, 2017), and provide sealed design drawings and calculations from a duly licensed and registered Virginia Professional Engineer within five days of purchase order receipt. All bids must be submitted electronically through eVA; alternative submission methods will not be accepted. Awards will be made on a per-lot basis to the lowest responsive and responsible bidder, with payment made within 30 days of invoice receipt and satisfactory verification of goods.
Bidders must be on VDOT's Corrugated Metal Pipe Producers approved Quality Assurance/Quality Control list and must provide a manufacturer's representative with at least two years of experience to offer on-site technical assistance during installation at no cost to VDOT. Bidders are required to submit State Corporation Commission (SCC) registration documentation, identify all subcontractors with detailed qualifications and experience for VDOT approval, furnish normal and emergency contact information, identify manufacturers and shipping points for all items offered, and supply at least three references from organizations where similar goods or services have been previously provided. Bidders must also disclose whether any plastic materials in their offerings contain recycled content and specify the percentage of such content if applicable. Standard eVA vendor transaction fees apply, consisting of 1 percent capped at $500 for DSBSD-certified small businesses and 1 percent capped at $1,500 for other businesses. The procurement documents do not contain specific pricing terms, award values, or budget ranges, as these components are typically included in separate solicitation materials not provided in the attachments reviewed.
