About this opportunity

The Massachusetts Bay Transportation Authority (MBTA) is soliciting bids under IFB 137-26 for 25kV AC overhead contact system motorized-operated disconnect switches, with bids due November 3, 2026 at 2:00 p.m. through COMMBUYS. Addendum 2 moved the deadline from October 29, 2026, as set by Addendum 1. Bidders must submit proof of MBTA-compliant insurance with their bid or certify that it will be obtained, and must return Form A (Pre-Award Bidder Evaluation Data Form) and signed Section 7.1 (MBTA Standard Terms and Conditions) with the bid.

The required insurance is commercial general liability of $1,000,000 per occurrence and $1,000,000 aggregate, with a rail-work endorsement for work within 50 feet of rail; automobile liability of $1,000,000 combined single limit; and workers' compensation with employers liability under Massachusetts General Laws Chapter 152. Policies must be occurrence-based, written by Massachusetts-licensed insurers rated A- or better, and name the MBTA as additional insured on a primary and non-contributory basis. Subcontractors must carry equivalent coverage.

The scope covers six single-pole manual disconnect switches (Spec 16126P-ET), three single-pole motorized switches (Spec 16130P-ET), and one double-pole motorized switch (Spec 16960P-ET), all for the Widett Layover Facility project (Contract No. F60PS01). Equipment must meet a 25kV minimum voltage class, carry 1,200A continuous current, and withstand short circuits up to 20kA, with design aligned to ANSI C37-series and IEEE guidance. Shop drawings require MBTA approval before manufacture, and certifications and shipping documents are due at least ten business days before delivery. Delivery is required to 100 Foodmart Road, Boston, MA 02118 by September 2, 2027. Materials remain at manufacturer's risk until acceptance, and rejected items must be replaced at manufacturer's expense within one month. The contractor assumes site infrastructure, installation, and final testing. The manufacturer provides a one-year warranty from installation.

Pricing is on Form B as firm fixed unit prices across items 1600.346P, 1600.347P, and 1600.348P, inclusive of freight, packaging, handling, taxes, duties, and prevailing wages. Federal Excise Tax and Massachusetts sales tax are excluded because the MBTA is exempt. Alternative bids are not permitted. Bids remain valid for a minimum of 120 calendar days from the due date. The MBTA offers 1% discount for payment within 20 days, with net payment in 45 days. The resulting contract is available for use by all MassDOT Divisions.

Award goes to the lowest priced responsive bid from a responsible bidder. No pre-bid conference or site visit will be held.
