About this opportunity
The Washington Convention and Sports Authority, operating as Events DC, a District of Columbia government entity, is soliciting bids through Invitation for Bid (IFB #25-S-034) for Surface Refinishing and Restoration Services to be performed at the Walter E. Washington Convention Center and other Events DC-managed facilities. The procurement encompasses three primary tasks: refinishing services for 31 elevators and 42 escalators; granite restoration covering up to 2,500 lineal feet (1,500 lineal feet of soft granite joint work and 1,000 lineal feet of hard epoxy coating replacement); and additional surface refinishing and restoration services on an as-needed basis for materials including stainless steel, metals, granite flooring, stone, wood, glass, tiles, and doors. Bidders must possess a minimum of five years of documented experience in the specified services and employ laborers with five years of relevant experience holding appropriate certifications such as Resilient Flooring Maintenance Technician or Stone, Masonry, Granite, Wood and Ceramic Tile Cleaning Technician certifications. The contract base term extends from October 1, 2026, through September 30, 2027, with four optional one-year renewal periods available at Events DC's discretion, and bids will be evaluated primarily on lowest price with supplementary DSLBD preference points available up to 12 points. Critical deadlines include a mandatory pre-bid site visit on April 22, 2026, at 12:00 P.M. EST at the Walter E. Washington Convention Center (with notification required by April 20, 2026), written questions due by April 24, 2026, at 3:00 P.M. EST, and final bid responses due by May 6, 2026, at 5:00 P.M. EST via electronic submission through OpenGov. Bidders must submit firm fixed costs for elevator, escalator, and granite restoration tasks, along with fully loaded hourly labor rates for normal hours (8:00 A.M. to 5:30 P.M.), after-hours work (5:30 P.M. to 8:00 A.M.), and weekend services, with price quotes valid for ninety calendar days from submission.
This Invitation for Bid is designated exclusively as a set-aside for District of Columbia Department of Small, Local, and Business Development (DSLBD) certified business enterprises, restricting participation to firms holding current DSLBD certification at the time of bid submission. Qualified DSLBD-certified vendors are eligible for preference points up to 12 points total, allocated as follows: three points for certified small businesses, five points for resident-owned businesses, five points for longtime resident businesses, and additional points for other designated enterprise categories. All required documentation must accompany the bid response, including current DSLBD certification, three customer reference letters, completed W-9 form, tax certification affidavit, clean hands report, representations and certifications, disclosure statement regarding relationships with Events DC Board members and key staff, and equal employment opportunity policy statement. Contractors must comply with extensive requirements including Events DC Standard Contract Terms and Conditions, prevailing wage determinations established under the Service Contract Act with minimum hourly rates applicable to the District of Columbia, comprehensive insurance coverage (commercial general liability of at least $1,000,000 per occurrence, $5,000,000 umbrella coverage, workers' compensation at statutory limits, and errors and omissions insurance of at least $5,000,000 per claim), Living Wage Act compliance, Americans with Disabilities Act compliance, and adherence to the Rules of the Jobsite for Contractors governing work at Events DC facilities.
