About this opportunity
The California Department of Corrections and Rehabilitation/California Correctional Health Care Services is soliciting bids for on-site audiology services to incarcerated persons across multiple state institutions under IFB SD26-00012, with bids due October 26, 2026 at 4:00 p.m. PDT. Small businesses and disabled veteran-owned businesses may claim preference incentives of up to 5 percent for evaluation purposes.
The scope encompasses comprehensive diagnostic hearing evaluations, hearing aid recommendations, and referrals to otolaryngologists when clinically indicated. Services will be performed by licensed audiologists at various CDCR institutions organized into four geographic regions on an as-needed basis. Contractors must provide all equipment, supplies, staff, transportation, licensing, and training at their own expense and must comply with CDCR security measures and medical staff bylaws.
Compensation is structured as daily clinic rates based on hours of service conducted per day, ranging from $1,300 to $3,000 per day depending on region and hours worked, with all rates capped at specified maximums that must not be exceeded. The State reserves the right to award multiple agreements and has no obligation to guarantee minimum business volume, as service demand is subject to changes in the incarcerated population. A cancellation fee of up to $600 per clinic applies if either party cancels with less than 24 hours' notice.
The initial contract term is 36 months beginning January 1, 2027, extendable up to an additional 12 months at the State's discretion. Contractors must maintain current California audiology licenses and provide proof of 12 months of relevant experience within the past three years. Questions are due October 14, 2026, and bid opening is scheduled for October 27, 2026. Invoices must be submitted monthly in arrears with detailed documentation of patient information, service dates, and hours worked; the State reserves the right to conduct retrospective invoice audits and request refunds for any overpayments.
