About this opportunity

Paragraph 1:

The California Department of Industrial Relations (DIR) has issued an Invitation for Bid (IFB) for "On-Line Access to Industry Standards" (IFB S24DOSH008). DIR is seeking a contractor to provide 24/7 online access and the ability to download various industry consensus standards, including those from organizations such as the American Society of Mechanical Engineers (ASME), American Petroleum Institute (API), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration (OSHA). The contract term is for 24 months with one 12-month option to renew, at DIR's discretion. Bids are due on June 27, 2024, and the estimated contract start date is August 15, 2024. DIR's budget for this project is $240,000 for the initial 24-month term and $100,000 for the optional 12-month renewal, for a total of $290,000. Bidders must meet minimum qualifications, including 3 years of experience providing online access to industry consensus standards and the ability to provide 24/7 access to the specified standards. The contract will be awarded to the lowest responsive, responsible bidder.

Paragraph 2:

The IFB includes provisions for insurance requirements, subcontractors, bid rejection, and evaluation and selection criteria, as well as socioeconomic preferences such as for Disabled Veteran Business Enterprises. Incumbent vendors or current contractors are not specified. The IFB also indicates that upon bid opening, all submitted documents will become public records subject to disclosure, with confidential pricing and technical information redacted as appropriate.

Opportunity text

DIR protects and improves the health and safety of working men and women in California by developing and enforcing standards for the workplace as mandated by the California Code of Regulations (CCR) Title 8. Online access to Industry Consensus Standards, with the ability to print specific standards, is required to provide reference to support citations issued to employers by Health and Safety Inspectors and to update Title 8 standards. Access to these standards allows DIR employees to remain aware of emerging issues and technologies included in Consensus Standards in order to identify deficiencies in the workplace. Without this on-line database, DIR would not be able to enact current workplace standards and inspectors would not be able to gather evidence needed to support violated conditions in the workplace and thus would not be able to support citations to employers for violations in the workplace.
