About this opportunity
The California Department of Fish and Wildlife is issuing Invitation for Bid (IFB) P2580035 to procure hazardous waste collection, testing, and disposal services for the Wildlife Health Laboratory (WHL) located in multiple Northern California jurisdictions including Amador City, Amador County, El Dorado County, El Dorado Hills CDP, Nevada City, Sacramento County, and West Sacramento City. The scope of work encompasses collection of known substances (up to nine 55-gallon drums of lab pack formalin waste and approximately twenty-three liters of chemical waste for incineration), collection and testing of unknown substances (one 55-gallon drum, one 25-gallon drum, and one 750-milliliter bottle), and disposal of all collected biomedical, pathological, sharps, chemical, and hazardous waste materials. Qualified contractors must possess a Motor Carrier Permit from the California Department of Motor Vehicles, Hazardous Waste Transporter Registration from the California Department of Toxic Substances Control, and a Transporter EPA Identification Number, along with required insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000 each occurrence/$2,000,000 aggregate), and Workers Compensation with $1,000,000 limits. Bidders must submit pricing as lump sum amounts for collection of known substances, collection and testing of unknown substances, and disposal costs based on actual receipts. The deadline for question submission is April 29, 2026, at 3:00 PM (PT), with bids due May 8, 2026, at 4:00 PM (PT), followed by public bid opening on May 12, 2026, at 2:30 PM (PT), Notice of Intent to Award on May 15, 2026, and proposed award date of May 22, 2026.
The contract includes a five percent (5%) Small Business Preference for California-certified small businesses and an additional five percent (5%) incentive for Disabled Veteran Business Enterprise (DVBE) participation specifically on off-site laboratory testing services, though the IFB is not subject to mandatory DVBE participation requirements. Subcontracting is prohibited except for off-site laboratory testing of unknown substances, and any certified Small Business, Micro Business, or DVBE participant must complete a Commercially Useful Function (CUF) Certification form to demonstrate compliance with state requirements and confirm they are not serving as pass-through entities. The contract term runs from California Department of General Services approval through March 31, 2027, with one optional one-year extension available at the contractor's originally quoted rates. No incumbent vendors or specific budget ranges are identified in the procurement documents. All certified small businesses, micro businesses, and DVBE firms must submit detailed written statements explaining their role, services, and goods, along with their OSDS reference number and certification expiration date, under penalty of perjury.
