About this opportunity
The California Department of Toxic Substances Control (DTSC) is requesting bids for biomedical monitoring and occupational medical care services for DTSC field staff under IFB No. I-2627-08, with bids due August 5, 2026 at 3:00 p.m. Pacific Time. Bids must be submitted separately for each of four geographic regions: Northern Coastal California (Berkeley), Central California (Clovis), Southern California–Los Angeles (Chatsworth, Commerce, and Pasadena), and Southern California–Imperial (San Diego, Cypress, and El Centro). A small business preference of 5% applies up to $50,000, and disabled veteran business enterprise (DVBE) reporting incentives and target area contract preference act eligibility are included.
Qualified bidders must possess a facility within a 25-mile radius of each DTSC office location, a minimum of five years' experience providing similar services in the geographic area, and recognition as an authorized occupational health care provider (University of California program, health care organization, or board-certified physician). The scope includes comprehensive physical examinations, laboratory testing (complete blood count, urinalysis, blood chemistry), audiometry, spirometry, electrocardiograms, blood lead and cholinesterase testing, chest x-rays, hepatitis B vaccinations, and medical consultations. Optional services cover mercury and cadmium exposure testing.
Estimated three-year contract totals range from $128,000 for Central California to $450,000 for Southern California–Imperial, serving 80 to 150 employees annually per region. Contracts will carry three-year terms with options to amend for an additional one-year period at the same rates. Performance starts August 13, 2026. Invoicing is monthly in arrears for actual expenditures; partial payments are issued for completed bloodwork, x-rays, and hepatitis B vaccinations prior to full invoice submission. Contractors must maintain professional liability insurance of $2 million per occurrence and general liability of $1 million. Bid prices must be submitted using a prescribed cost sheet with no blanks; incomplete submissions may result in rejection. The State's General Terms and Conditions are non-negotiable.
