About this opportunity
The California Military Department issued Invitation for Bid (IFB) No. 128129 for roll-up door replacement and repair services at two Sacramento military facilities: Sacramento Okinawa FMS-22 (8410 Okinawa Street, Sacramento, CA 95828) and Meadowview OMS (3250 Meadowview Road, Sacramento, CA 95832). The procurement requires the contractor to remove and replace one full roll-up door at Okinawa FMS-22 and remove and replace four roll-up door motors and components at Meadowview OMS, with all work to be completed within 180 calendar days. The contractor must provide all materials, labor, bonds, licenses, insurance, equipment, tools, permits, taxes, transportation, and fees necessary to complete the work, with a one-year warranty period for parts and labor commencing after final project inspection. The prime contractor must possess a valid California Contractors State License Board (CSLB) D-28 (Doors, Gates and Activating Devices) license and be registered with the Department of Industrial Relations (DIR). A mandatory pre-bid job walk was scheduled for May 12, 2026, at 10:00 AM, with attendance required or risk of bid disqualification; the Request for Information (RFI) period closed on May 15, 2026, at 5:00 PM; and the bid submission deadline was May 22, 2026, at 2:00 PM via email to PWC@cmd.ca.gov, with public bid opening scheduled for May 22, 2026, at 2:15 PM. The State will award the contract to the lowest responsive responsible bidder. However, as of April 27, 2026, IFB No. 128129 was cancelled with all bids rejected as non-responsive; the project will subsequently be split into two separate solicitations, one for the single roll-up door at Okinawa FMS-22 and another for the four roll-up door repairs at Meadowview OMS.
This procurement includes small business and disadvantaged veteran business enterprise preferences. Certified Small Businesses (SBs) receive a 5 percent preference, and non-SB bidders may claim a 5 percent preference by subcontracting at least 25 percent of the net bid price to certified SBs. Disabled Veteran Business Enterprise (DVBE) incentives up to 5 percent apply based on verified DVBE participation, with a combined dollar cap of $100,000 for all preferences and incentives. Bid bonds of at least 10 percent of the bid amount are required if the proposed bid exceeds $24,999.99, along with payment and performance bonds equal to 100 percent of the contract price. Insurance requirements include $1,000,000 general liability per occurrence with $2,000,000 aggregate, $1,000,000 vehicle liability, and statutory workers' compensation with $1,000,000 employers' liability. The contractor must comply with prevailing wage requirements as determined by the California Department of Industrial Relations, California Civil Rights Laws, the Darfur Contracting Act, the Iran Contracting Act, and Executive Order N-6-22 Russia sanctions compliance. Liquidated damages are set at $1,360.00 per calendar day for work completion delays beyond the contract period, and no pricing information or funding amounts were disclosed in the original solicitation materials.
