About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB #10A2772) for a multiple-provider contract to provide emergency and routine hazardous waste identification, evaluation, and removal services across eight Northern San Joaquin Valley Counties: Amador, San Joaquin, Stanislaus, Merced, Mariposa, Tuolumne, Calaveras, and Alpine. The solicitation seeks two contractors to perform comprehensive hazardous waste management services within state right of way, specifically excluding waste from vehicular accidents or highway spills. Contractors must provide all necessary labor, tools, materials, equipment, and incidentals to identify and remove hazardous materials such as underground storage tanks, containers, and drums. Required qualifications include a Class A General Engineering Contractor license, Hazardous Substance Removal Certification, and various specialized environmental and waste handling permits. The proposal submission deadline is April 10, 2025, at 2:00 p.m., with a bid opening at 2:30 p.m., and an anticipated award date of April 17, 2025. The contract will commence on June 30, 2025, or upon Department of General Services approval, and will expire on June 29, 2028.
The solicitation includes specific set-aside provisions, with a 20 percent Disadvantaged Business Enterprise (DBE) participation goal and a five percent Small Business (SB) or Micro Business (MB) preference. The contract is federally funded and will be awarded to the lowest responsible bidders meeting all specifications. The total contract amount is structured with unit prices covering over 110 line items, which include services such as work plans, sampling, laboratory analysis, equipment use, and waste disposal. While no incumbent vendors are specifically mentioned, the contract requires providers to have robust capabilities in environmental testing, waste transportation, and hazardous material management. Bidders can request accessible versions of solicitation documents by contacting ADAdocs@dot.ca.gov or calling (833) 713-2922. The comprehensive nature of the contract suggests a significant commitment to environmental safety and hazardous waste management across the specified California counties.
