About this opportunity

The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB #09A1094) for multiple providers to perform emergency and routine hazardous waste identification, evaluation, and removal services in Caltrans District 9, specifically covering Eastern Kern, Inyo, and Mono Counties. The procurement seeks two contractors to provide comprehensive services including labor, tools, materials, equipment, and incidentals for identifying and removing hazardous waste materials within state right-of-way limits, excluding waste from vehicular accidents. Contractors must possess a valid Class A General Engineering Contractor license with Hazardous Substance Removal Certification and additional specialized certifications including C-31, C-57, and Asbestos credentials. Required qualifications include employing a Professional Geologist or Registered Engineer, a Certified Industrial Hygienist, and maintaining current registrations with various state and federal agencies. The bid submission deadline is January 22, 2026, at 2:00 p.m., with a proposed award date of January 29, 2026, and the contract period spanning from April 1, 2026, to March 31, 2029.

The solicitation does not specify a Disadvantaged Business Enterprise (DBE) participation goal, indicating open competition for qualified contractors. Insurance requirements are substantial, mandating $1,000,000 coverage for general liability, automobile liability, pollution liability, and professional liability, with Caltrans named as additional insured. Prevailing wages will apply for bids exceeding $15,000, with both state and federal rates considered. The contract includes provisions for extra work, with a $5,000 maximum for additional materials and supplies, and allows up to $9,000 in travel reimbursement. The bid proposal contains 114 line items covering extensive operational aspects including work plans, health and safety protocols, geophysical surveys, drilling, sampling, laboratory testing, personnel services, equipment rental, disposal services, and traffic control. While no specific budget range is explicitly stated, the comprehensive nature of the contract and multiple-provider approach suggest a significant investment in hazardous waste management services for the specified California counties.
