About this opportunity

Jordan School District is requesting bids for 2,750 Milestone Care Plus for XProtect Expert DL Renewal licenses (part # MCPL-XPETDL) to provide three years of support coverage from November 1, 2026, through October 31, 2029, under IFB 27TH09, with bids due November 4, 2026, at 12:00 p.m. MST. Bidders must be authorized resellers of Milestone software with documentation from the license distributor and must comply with Utah Code 63G-27 Public Contract Boycott Restrictions. No product substitutions are permitted.

The district serves 55,800 students across 68 schools. Licenses must be paid upfront for the full three-year period. Questions are due November 2, 2026, at 12:00 p.m. MST through the Utah Public Procurement Place Bonfire portal. All bids must be submitted electronically through U3P Bonfire with unit pricing and extended order totals on the supplied cost form. Pricing must remain firm for 120 days from the bid due date. The district is tax-exempt and requests that sales tax not be included; vendors may request Utah State Tax Commission Exemption Certificate TC-721G if needed. Bidders are encouraged to extend any available education discounts and should note if pricing is based on a State of Utah or National Cooperative Contract, including the applicable contract number.

Evaluation proceeds in three stages: Stage 1 verifies mandatory minimum requirements (timely response, authorized reseller status, specified products, and boycott compliance); Stage 2 conducts technical evaluation; and Stage 3 awards to the lowest responsive bid from a responsible bidder. If the contract exceeds $80,000, school board approval is required on November 24, 2026. Bidders must submit a Vendor Information Sheet, Public Contract Boycott Restrictions Statement, and Claim of Business Confidentiality Form if claiming confidentiality over any non-pricing proposal elements. A Standard Student Data Privacy Agreement (NDPA Version 2.2) compliant with FERPA, PPRA, COPPA, and Utah privacy statutes will be executed; Caleb Olson (caleb.olson@jordandistrict.org, 801-567-8251) is the designated Student Data Privacy Officer.
