About this opportunity
The Hawaii Judiciary, Second Circuit is requesting bids on IFB J27160 for complete maintenance, inspections, and diagnostics of air conditioning and ventilation systems at Hoapili Hale (2145 Main Street, Wailuku, Maui), with bids due September 24, 2026 at 12:00 PM Hawaii Standard Time and a pre-bid meeting on September 4, 2026.
Qualified bidders must hold a valid State of Hawaii Contractor-52 license, an active General Excise Tax license (current since September 2016), a minimum of five consecutive years of helical and scroll chiller maintenance experience, and employ at least four full-time air conditioning maintenance personnel — specifically two journeymen mechanics with five years of chiller experience and two apprentices with three years of experience. All mechanics must hold refrigerant universal certifications and self-contained breathing apparatus training. These personnel qualifications are the central eligibility filter.
The scope encompasses routine and emergency maintenance, inspections, and diagnostics for two helical liquid chillers, one air-cooled chiller (currently inoperable), two cooling towers, air handling units, pumps, variable frequency drives, and related equipment across a multi-floor judicial facility. Monthly, quarterly, semi-annual, and annual maintenance tasks are required per the attached service schedule, along with chemical water treatment for cooling tower, condenser, and chilled water systems. Bidders must provide pricing on a lump-sum basis broken down by monthly, quarterly, semi-annual, and annual service costs, plus separate pricing for the air-cooled chiller upon restoration. Firm labor rates and markup percentages for authorized extra work and emergency repairs are required.
The contract runs January 1, 2027 through December 31, 2027, with three optional twelve-month renewal periods subject to fund availability. Award will be made to the responsive and responsible bidder submitting the lowest total offer price. Contractors must maintain comprehensive general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), automobile insurance ($1,000,000), workers' compensation, and professional liability insurance ($1,000,000). A 0.75% transaction fee (capped at $5,000 for the total contract term) applies to awards through the Hawaii Electronic Procurement System (HIePRO). Questions are due September 10, 2026. Tentative award is September 2026.
