The scope encompasses comprehensive cleaning across 35 separate laboratory spaces spanning 150 to 6,304 square feet per room, including removal and disposal of asbestos, crystalline silica dust, asphalt, and solvents. The IFB structures work as 35 line items, each representing a distinct laboratory space priced on a per-room basis. Services are provided Monday through Friday, 6:00 a.m. to 5:00 p.m., excluding State holidays. Contractor must supply all labor, tools, materials, equipment, supplies, and travel; submit disposal receipts and Uniform Hazardous Waste Manifests with invoices; and provide certified payroll records for prevailing wage verification.

A Disabled Veteran Business Enterprise (DVBE) incentive program offers 1% to 5% based on verified participation, capped at $100,000 for combined incentives and preferences. State General Prevailing Wage Rates apply.

The contract term runs November 2, 2026 through November 1, 2028. An optional site inspection is scheduled for September 9, 2026 at 10:00 a.m. in Fontana. Questions are due by 5:00 p.m. on September 10, 2026. Bid opening is 2:30 p.m. on September 17, with estimated award September 30, 2026.
