About this opportunity
Events DC is seeking a qualified contractor to provide field turf maintenance services at the Fields at RFK Campus under IFB 25-S-052, with bids due September 2, 2026, and a non-mandatory pre-proposal conference and site visit on August 18, 2026. Up to twelve preference points are available to certified business enterprises — small businesses, resident-owned businesses, longtime resident businesses, local business enterprises, disadvantaged business enterprises, veteran-owned businesses, local manufacturing businesses, and equity impact enterprises — in accordance with D.C. Code 2-218.43.
The scope covers preventative maintenance and as-needed repairs for three synthetic turf fields at a multi-use sports complex featuring soccer, baseball, rugby, and flag football facilities. The contractor must develop a preventative maintenance plan within five days of award and perform maintenance every four to six weeks during spring and summer and at least once every two months during fall and winter. Services include surface brushing, aerating, racking, sweeping, impact testing, line marking inspections, and snow removal as needed. The contractor must provide all supervision, labor, materials, equipment, and supplies.
The contract runs from October 1, 2026, through September 30, 2027, with four optional one-year renewal periods on a firm fixed-price basis with time-and-materials components. Pricing shall be submitted as firm-fixed quarterly costs for maintenance services and as fully loaded hourly rates for as-needed repair labor by technicians, with a materials markup percentage applied to as-ordered goods. All pricing must be F.O.B. Destination and remain valid for ninety days from submission. Award will be based on lowest aggregate overall price over the contract life.
Contractors must possess five years of documented experience with major synthetic turf systems such as FieldTurf, Tarkett Sports, or Shaw Sports Turf; demonstrate experience with specialized equipment including groomers, decompaction units, and deep cleaning systems; be bonded and licensed in the District of Columbia; and provide three customer reference letters with satisfactory ratings. Questions are due August 21, 2026, at 3:00 PM EST. Responses must include quote form, W-9, tax certification affidavit, OCPS disclosure form, ACH form, First Source Employment Agreement, Representatives and Certifications Form, clean hands report, Dun and Bradstreet report, DSLBD CBE certification letter if applicable, and customer reference letters. Prevailing wage rates under Wage Determination No. 2015-4281 (Revision 37) apply.
