About this opportunity

Caltrans is seeking a crane rental contractor for District 11, covering Imperial and San Diego Counties, through an Invitation for Bid (IFB) #11A4210. The procurement requires a contractor to provide three distinct crane types: a 12-ton crane with a 70-foot lift, a 25-ton crane with a 95-foot lift, and a 40-ton crane with a 140-foot lift, including a boom-mounted personnel basket. Contractors must be fully equipped to provide fully operated, fueled, and maintained cranes for various times and locations within the district. Critical qualifications include a valid Crane Operator Certificate from the National Commission for the Certification of Crane Operators (NCCCO) or Operators Engineers Certification Program (OECP), a current Motor Carrier Permit from the California Department of Motor Vehicles, and registration with the Department of Industrial Relations. The solicitation specifies bids are due on June 12, 2025, at 2:00 p.m., with a proposed contract award date of June 19, 2025, and a contract period from August 1, 2025, to July 31, 2028.

The procurement includes a small business participation goal of 25% for Small Business (SB) or Micro Business (MB) vendors, with a 5% preference for certified small businesses. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, a DVBE incentive is available. The contract will require prevailing wages for work exceeding $15,000 and will compensate the contractor based on actual services rendered using the submitted bid rates. The total contract amount remains to be determined, with payment structured around hourly rates for routine and emergency crane rentals. Bidders must demonstrate compliance with all certification requirements, as failure to meet these standards will result in bid rejection. Caltrans will independently verify contractor certifications, including DIR registration, NCCCO or OECP credentials, and motor carrier permits.
