About this opportunity
The California Tahoe Conservancy is requesting bids for tribal cultural services under IFB CTA25015, with bids due June 12, 2026 at 11:59 a.m. A 5% small business preference applies to certified small/microbusinesses, and a 3% Disabled Veteran Business Enterprise (DVBE) incentive reduces the evaluated bid price for bids with DVBE participation of 3% or higher; however, there is no protest right under the small business/DVBE option method.
Services include Washoe language translation, tribal monitors, and tribal surveyors to identify and protect tribal cultural resources on Conservancy-managed lands across the Lake Tahoe Basin. Work areas span multiple locations in El Dorado County, Placer County, and South Lake Tahoe, including the Sawmill and Lyons Ranch forestry projects, residential demolition on El Dorado Avenue, restoration projects at Sunset Reach 6 and Upper Truckee Marsh South, Ward Creek restoration, Van Sickle Bi-State Park improvements, Greenway Phase III trail development, and the Elks Club access improvement project. Services are provided on an as-requested basis; work is restricted to 8:00 a.m. to 6:00 p.m., Monday through Friday, during the seasonal period of May 1 through November 15. Work must comply with California Environmental Quality Act requirements, Tahoe Regional Planning Agency ordinances, and applicable safety regulations. No prevailing wage requirements apply.
The contract term runs July 1, 2026 through December 31, 2027, with the Conservancy retaining the right to terminate with 30 days' notice. Bidders must submit a lump sum bid with hourly rates for general tribal services, tribal assessor or surveyor services, and overtime and double-time rates on the Rate Sheet (Attachment 3). Questions are due May 26, 2026. The Notice of Intent to Award is scheduled for June 19, 2026, with an anticipated award date of August 1, 2026. Award will be made to the lowest responsive responsible bidder.
