About this file

This Invitation for Bid (IFB) document issued by the California Tahoe Conservancy solicits proposals for tribal cultural services, including Washoe language translation, tribal monitors, and tribal surveyors to support land management activities throughout the Lake Tahoe Basin. The anticipated work areas include multiple forestry and restoration projects such as the Sawmill and Lyons Ranch forestry projects, residential demolition on El Dorado Avenue in South Lake Tahoe, asset parcels in Meyers and Kings Beach, Sunset Reach 6 and Upper Truckee Marsh South restoration projects, Ward Creek restoration, Van Sickle Bi-State Park improvements, Greenway Phase III trail development, and the Elks Club access improvement project. Services will be provided on an as-requested basis to identify and protect tribal cultural resources on Conservancy-managed lands. The contract term is anticipated to begin July 1, 2026, and expire December 31, 2027, with the Conservancy retaining the right to terminate with 30 days' notice. Bidder questions are due May 26, 2026, with final bid submission required by June 12, 2026, at 11:59 a.m. The Notice of Intent to Award is scheduled for June 19, 2026, and the proposed award date is August 1, 2026.

Bidders must submit a single comprehensive bid with all required attachments via email to procurement@tahoe.ca.gov using a lump sum bid format detailed on the Rate Sheet (Attachment 3), with hourly rates for general tribal services, tribal assessor or surveyor services, and overtime and double-time rates. A five percent small business preference is available for certified small/microbusinesses, and a three percent Disabled Veteran Business Enterprise (DVBE) incentive applies to bids with DVBE participation of three percent or higher, with the incentive reducing the evaluated bid price but not the contract price. No prevailing wage requirements apply. Award will be made to the lowest responsive responsible bidder, and there is no protest right under the Small Business/DVBE option method. All work must be performed in accordance with California Environmental Quality Act requirements, Tahoe Regional Planning Agency ordinances, and applicable safety regulations, with operations typically restricted to 8:00 a.m. to 6:00 p.m., Monday through Friday, during the seasonal work period of May 1 through November 15.

b) All performance under the agreement shall be completed on or before the termination date of the agreement.

D) Preference and Incentive Program s

1. Sm all Business Preference

Current law encourages state departments to first consider a Small Business Enterprise

(Small)/ Microbusiness Enterprise (Micro) for contracting opportunities. The

Conservancy is committed to supporting Small/Micro business participation in state contracting and seeks to use certified Small/Micro businesses whenever possible.

A Small/Micro business enterprise is defined as a business certified by the Department of General Services (DGS), Office of Small Business and Disabled Veteran Business

Enterprise Certification Services (OSDS) in which:

a) The principal office is located in California

b) The officers are domiciled in California

c) The business is independently owned and operated

2026 TRIBAL CULTURAL SERVICES

CALIFORNIA TAHOE CONSERVANCY

d) The business, with any affiliates, is not dominant in its field of operation; and

e) For Small Business, either:

1. The business, together with any affiliates, has 100 or fewer employees and averaged annual gross receipts of $15,000,000 or less over the previous three years, or

2. The business is a manufacturer with 100 or fewer employees.

A small business will automatically be designated as a microbusiness if annual gross receipts are less than $5,000,000; or the small business is a manufacturer with 25 or fewer employees.

Section 14835, et seq., of the California Government Code requires that a five percent

(5%) preference be given to bidders who qualify as a Small/Micro business enterprise.

The rules and regulations of this law are contained in Title 2, California Code of

Regulations, Section 1896, et seq. A copy of the regulation is available upon request.

To claim the Small/Micro business preference, your firm must have a completed application (including proof of annual receipts) on file with the DGS, OSDS, by 5:00 p.m.

on the date bids are due, and receipt verified by such office. Therefore, if you are a

Small/Micro business, but are not certified, it is to your advantage to become certified.

Folder/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise.

2. Disabled Veterans Business Enterprise Program (DVBE) Participation

The incentive is used for eva luating which bid is lowest only and will not im pact the contract price . Application of the incentive shall not displace an award to a small business with a non-small business.

1.b. Mark either “Yes” or “No” to identify whether subcontractors will be used for the contract. If the response is “No”, proceed to Item #1.c. If “Yes”, enter on the line the distinct element of work contained in the contract to be performed or the goods to be provided by the prime bidder. Do not include goods or services to be provided by subcontractors.

Bidders certified as MB, SB, NVSA, and/or DVBE must provide a commercially useful function as defined in Military and Veterans Code Section 999 for DVBEs and Government Code Section 14837(d)(4)(A) for small/ microbusinesses.

Bids must propose that certified bidders provide a commercially useful function for the resulting contract or the bid will be deemed non-responsive and rejected by the State. For questions regarding the solicitation, contact the procurement official identified in the solicitation.

Note: A subcontractor is any person, firm, corporation, or organization contracting to perform part of the prime’s contract.

1.c. This Item is only to be completed by businesses certified by California as a DVBE.

(1) Declare whether the prime bidder is a broker or agent by marking either “Yes” or “No”. The Military and Veterans Code Section 999.2 (b) defines “broker” or “agent” as a certified DVBE contractor or subcon-tractor that does not have title, possession, control, and risk of loss of materials, supplies, services, or equipment provided to an awarding department, unless one or more of the disabled veteran owners has at least 51-percent ownership of the quantity and value of the materials, supplies, services, and of each piece of equipment provided under the contract.

(2) If bidding rental equipment, mark either “Yes” or “No” to identify if the prime bidder owns at least 51% of the equipment provided (quantity and value). If not bidding rental equipment, mark “N/A” for”“not applicable.”

2. If no subcontractors are proposed, do not complete the table. Read the certification at the bottom of the form and complete “Page ___ of ___” on the form.
