About this opportunity
The California State Athletic Commission (CSAC), a division of the Department of Consumer Affairs, is seeking a qualified vendor to provide Pension Plan Accounting Services for the Professional Boxers Pension Plan through Invitation for Bid (IFB) CSAC-25-02. The contract will cover a three-year term from July 1, 2025 through June 30, 2028, with services to be performed during normal business hours. Specific services include reviewing boxers' fight records, determining eligibility for contributions, tracking account balances, allocating trust earnings, processing distributions, preparing annual reports, and maintaining confidential boxer records. Vendors must have at least two years of experience in retirement plan administration and demonstrate capabilities in reconciling trust accounts, preparing financial statements, comparing transactions, creating administrative reports, preparing participant statements, and tracking account balances. The bid response is due by June 10, 2025, with the solicitation posted on May 27, 2025. Evaluation criteria will likely focus on vendor experience, administrative capabilities, and compliance with the specified technical requirements outlined in the detailed solicitation document.
While Disabled Veteran Business Enterprise (DVBE) participation requirements are being waived for this solicitation, small businesses may be eligible for a 5% preference in the bidding process. The state will utilize a standard cost reimbursement approach, with invoices submitted quarterly in arrears, and includes a budget contingency clause that allows contract termination if sufficient funds are not appropriated. The Professional Boxers Pension Plan is mandated by Sections 18881 and 18882 of the Business and Professions Code, which requires the CSAC to establish financial security mechanisms for professional boxers. The contract aims to support the CSAC's broader mission of protecting the health, safety, and welfare of professional boxers, amateur boxers, kick boxers, and mixed martial arts competitors. While a specific budget range is not explicitly stated, the comprehensive nature of the services suggests a substantial contract value commensurate with the three-year term and complex administrative requirements of managing a professional athletes' pension plan.
