About this opportunity

Jordan School District (JSD) in Utah is seeking a qualified contractor to perform Compressed Natural Gas (CNG) Tank Replacement for its Blue Bird school bus fleet through an Invitation for Bid (IFB). The primary scope involves removing and disposing of expired CNG fuel tanks from Blue Bird Type D buses with Cummins Natural Gas engines and replacing them with Optimum CNG Type 4 Fuel Tanks (part #C16P80.75L39Y20) that have a 20-year expiration date. Specifically, contractors must replace four cylinders per bus, which currently hold 12-15 gallons of pressurized natural gas, and also replace Sherwood valves with compatible OMB brand valves. Bidders must have a minimum of five years of experience and provide a two-year labor warranty covering 24,000 miles. The bid requires comprehensive pricing for tank replacement, with all pricing guaranteed for one year and subsequent adjustments subject to JSD Purchasing Director approval. Bid questions are due by January 8, 2026, at 2:00 p.m. MST, with final bids due January 13, 2026, at 2:00 p.m. MST through Utah Public Procurement Place (U3P) Bonfire.

The contract includes several key restrictions and requirements, such as a mandatory Boycott Restriction Statement certifying vendors are not engaged in economic boycotts, and compliance with Utah's immigration and anti-discrimination laws. Contractors must carry comprehensive liability insurance, including workers' compensation, bodily injury, and property damage coverage. While no specific award value is mentioned, the contract will commence upon bid acceptance and continue for one year with options for up to four annual renewals, maxing out at a five-year total contract period. Vendors must complete a Vendor Information Sheet and adhere to a Student Data Privacy Agreement, which mandates protection of any potential student-related information. The award will be made to the lowest responsive and responsible bidder, with sales to Utah School Districts exempt from sales tax under Utah Code 59-12-104. Early payment discounts may be evaluated in the bid award process, with discounts of fewer than ten working days not being accepted.
