About this opportunity

Jordan School District (JSD) in Utah has issued an Invitation for Bid (IFB) for Compressed Natural Gas (CNG) Tank Replacement, seeking a contractor to remove and replace expired CNG fuel tanks on Blue Bird Type D school buses with Cummins natural gas engines. The project specifically requires removing four existing cylinders holding 12-15 gallons each, replacing Sherwood Valves with OMB brand valves, and installing four Optimum CNG fuel tank replacements (part #C16P80.75L39Y20) certified as Type 4 fuel tanks with 20-year expiration dates. Bidders must have a minimum of five years of experience and provide all necessary labor, materials, equipment, and tools for proper execution. The bid submission deadline is December 3, 2025, at 2:00 p.m. MST, with questions due by December 1, 2025, at 2:00 p.m. MST. The initial contract term is one year, with an option to extend up to four additional years, and bids must be submitted electronically through Utah Public Procurement Place (U3P) Bonfire. The contract will be awarded to the lowest responsive and responsible bidder, with the district reserving the right to reject any or all proposals.

The procurement opportunity includes several specific vendor requirements and restrictions. Vendors must comply with Utah's public contract boycott restrictions, which prohibit economic boycotts against the State of Israel and certain other entities. Additionally, independent contractors who are URS post-retirees must complete specific verification forms and comply with re-employment restrictions. Vendors must maintain comprehensive insurance coverage, including worker's compensation, employee liability ($1,000,000 minimum), general liability ($2,000,000 combined single limit), automobile liability ($1,000,000), and umbrella coverage ($5,000,000). The contract also requires compliance with various state and federal regulations, including Utah Senate Bill 81 regarding illegal immigration verification, anti-discrimination laws, and student data privacy agreements. While no specific budget range is explicitly stated, the solicitation indicates that sales to Utah school districts are exempt from sales tax, and early payment discounts may be evaluated as part of the bid award. The contractor will be required to provide a two-year or 24,000-mile labor warranty for the CNG tank replacement services.
