About this opportunity

The California Department of Corrections and Rehabilitation (CDCR), specifically the Office of Peace Officer Selection (OPOS), is seeking facility rental services to conduct Physical Fitness Testing (PFT) for peace officer candidates through an Invitation for Bid (IFB) numbered C5612877-D, Rebid 1. The procurement requires a facility capable of hosting PFT sessions with a minimum of 70,000 sq. ft. of level area for the PFT course, indoor space of at least 1,750 sq. ft., and the ability to accommodate up to 90 candidates. The facility must provide amenities such as tables, chairs, power outlets, and a storage area. The contract term is set from September 1, 2025 (or upon approval) through June 30, 2028, with potential options to extend for two additional one-year terms. Bids are due by June 30, 2025, at 11:00 AM, with a public bid opening on July 1, 2025, at 2:00 PM. The state will evaluate bids on a low-price basis, with anticipated usage of sixteen (16) days per year, including potential Saturday or Sunday sessions once per quarter, and the possibility of two additional days for unanticipated CDCR needs.

The solicitation emphasizes small business participation, with a goal of 25% Small Business involvement and provisions for Disabled Veteran Business Enterprise (DVBE) incentives. Bidders can receive up to a 5% bid incentive for DVBE participation, with the incentive calculated based on the percentage of DVBE involvement. The contract allows for potential bid preference adjustments for small business and DVBE participation. While no specific incumbent vendor is mentioned, the rate sheets indicate placeholder values, suggesting a competitive bidding process. The total contract value is currently listed as $0, with provisions for potential extension years in fiscal years 2028-29 and 2029-30. The option to extend is contingent upon the contractor's performance and available funding, with services to be provided at the original agreement rates. The contract allows CDCR to add optional years via amendment, providing flexibility in contract management and potential long-term engagement with the selected vendor.
