The procurement seeks a contractor to provide comprehensive security services, including 24-hour monitoring, emergency call response, maintenance service repair, alarm response, and quarterly alarm inspections for a DMP XT30 security alarm system. Potential bidders must possess a California Contractors State License Board "C-7" Low Voltage Systems specialty license, "C-10" Electrical license, or "B" General Building license with a qualified subcontractor. Additionally, contractors must maintain an Alarm Company Operator License issued by the Department of Consumer Affairs and be listed by Underwriter's Laboratory. The bid submission deadline is December 17, 2024, at 11:00 AM, with a public bid opening on December 18, 2024, at 2:00 PM. Letters of inquiry are due by December 3, 2024, and the contract term will run from the approval date through November 30, 2027.
While the procurement is exempt from Disabled Veteran Business Enterprise (DVBE) requirements, it offers DVBE incentives ranging from 1-5% based on participation levels. Small Business preferences of up to 5% are available for certified small businesses, with a 25% subcontracting option for non-small businesses. The State's estimated contract value is $13,041.00, with compensation based on rates specified in Exhibit B-1 Rate Sheet, which covers labor, travel, transportation, materials, tools, equipment, and other necessary expenses. The rate sheet requires bidders to provide unit costs for monthly monitoring services, hourly maintenance services, alarm responses, and quarterly inspections. In the event of a tie, the bid with the highest payment discount (minimum 1% for invoices paid within 30 days) will prevail. Bidders must submit pricing for all items, with zero dollar amounts interpreted as no-cost services to the state, and quantities are noted as estimates subject to state modification.
