About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) C5612005-D, Rebid 3 for Blade Sharpening Services for the Inmate/Ward Labor Program (IWL) located at the California Institution for Men in Chino, San Bernardino County. The procurement seeks a contractor to provide comprehensive blade sharpening services, including circular saw blades, drill bits, and router bits, returning them to a like-new condition. Qualified vendors must be located within a 95-mile radius of the institution and capable of providing services Monday through Friday, 7:00 AM to 3:00 PM, excluding state holidays. The bid is due on January 3, 2025, by 11:00 AM, with a public bid opening scheduled for January 6, 2025, at 2:00 PM. Evaluation criteria will focus on the lowest responsive and responsible bidder, with the contract term running through June 30, 2027. The contractor will be required to sharpen various types of blades including carbide-tipped saw blades, dado sets, chippers, shaper cutters, router bits, and drill bits, with services to be performed on an as-needed basis.
The IFB includes several significant set-aside and preference provisions to support small and disadvantaged businesses. There is a 5% preference for certified Small Businesses and Micro Businesses (up to $50,000), and a Disabled Veteran Business Enterprise (DVBE) incentive ranging from 1-5% based on participation levels. While there is no minimum DVBE participation requirement, CDCR encourages DVBE participation to help meet the state's 3% DVBE contracting goal. The estimated contract value is $140,000, with payment to be made monthly in arrears for services rendered and approved by the IWL Site Supervisor. Contractors must provide pricing for all listed items, with the option to enter $0.00 for non-billable services. Additionally, bidders may offer a discount of at least one percent (minimum $50.00) on invoices paid within 30 days of receipt, with the highest discount prevailing in the event of tie bids. The State reserves the right to adjust service volumes as needed throughout the contract period.
