About this opportunity
San Joaquin Valley District is seeking competitive bids for an Invitation for Bid (IFB #C25-33113) for comprehensive office moving services. The procurement covers a range of relocation and facilities management activities, including labor, equipment, and materials for office moves, with specific requirements for packing, transportation, delivery, unpacking, and move management. Contractors must provide capabilities for disassembly and reassembly of modular furniture, sensitive equipment pad-wrapping, secure property storage, surplus property removal, and post-move debris cleanup. The solicitation specifically excludes hazardous materials transportation, which is regulated by the Governor's Office of Emergency Services and California Environmental Protection Agency. Key deliverables include professional moving services with meticulous handling of office equipment, furniture, and sensitive electronic items. The bid is due on September 12, 2025, with the opportunity initially posted on August 27, 2025, giving potential bidders approximately two weeks to prepare and submit their proposals.
The contract opportunity includes specific provisions for small business and disabled veteran business enterprise (DVBE) participation, with potential calculation preferences for certified small businesses. Bidders must complete several mandatory forms, including a Payee Data Record (STD 204), Darfur Contracting Act Certification, and documentation demonstrating small business or DVBE status. Certified small businesses can receive a 5% bid calculation preference, with non-small businesses eligible for the same preference by committing to subcontract at least 25% of the bid price with California-certified small businesses. The preference is capped at $50,000 for a single bid and $100,000 in combined preferences. Bidders must demonstrate a "commercially useful function" and provide documentation proving meaningful contribution to the contract requirements. While specific contract value is not explicitly stated, the comprehensive nature of the moving services suggests a potentially significant municipal contract for office relocations within San Joaquin County.
