About this opportunity

The California Department of Consumer Affairs (DCA), Bureau of Automotive Repair (BAR) is conducting an Invitation for Bid (IFB No. BAR-24-06) for part washers and hazardous waste removal services across six BAR facilities located in Anaheim, Gilroy, Bakersfield, Sacramento, Fontana, and Valencia. The contract requires a vendor to provide and maintain aqueous and petroleum-based part washers, along with comprehensive hazardous waste removal services and various waste receptacles as specified in the cost sheets. Bidders must meet specific insurance requirements, including Commercial General Liability ($1M per occurrence/$2M aggregate), Automobile Liability ($1M), Workers Compensation, and Pollution Liability ($1M per incident/$2M aggregate). Key procurement dates include a December 19, 2024 deadline for written questions, responses to questions by December 23, 2024, and a final bid submission deadline of January 6, 2025 at 5:00 PM. The contract is set to run from April 1, 2025 (or upon approval) through March 31, 2026, with the award going to the lowest responsive bidder who can demonstrate compliance with all specified requirements.

While DVBE participation goals are waived for this contract, a small business preference of 5% is available to qualifying vendors. The current incumbent for these services is Safety-Kleen Systems, Inc., and the contract allows for limited subcontracting for specialized services such as bulk oil pumping/disposal, lithium batteries, and fluorescent light tube removal. Subcontractors cannot, however, take over the entire scope of work. The contract includes provisions for the Target Area Contract Preference Act (TACPA) and requires completion of a Generative AI (GenAI) Disclosure & Factsheet. As of January 13, 2025, the DCA has issued a Notice of Intent to Award the contract to Crystal Clean, LLC, located in Hoffman Estates, Illinois. The final contract value will be determined after award to the winning bidder, and interested parties seeking detailed pricing information must submit a Public Records Act (PRA) request to BSOadmin@dca.ca.gov.
