About this opportunity
Accomack County, Virginia is soliciting sealed bids under IFB 775 for replacement of the Parker Creek Landing concrete boat ramp and timber dock, with bids due November 4, 2026 at 12:00 p.m. and a public bid opening at 3:00 p.m. the same day via Zoom. Eligibility turns on contractor qualifications rather than a set-aside: the bidder must be a Virginia-licensed contractor with at least five years of documented marine construction experience and prior completion of at least two concrete boat ramps.
Scope covers demolition and removal of existing structures, construction of 756 square feet of reinforced concrete boat ramp, 600 square feet of timber pier, and 126 linear feet of flank wall, and site restoration at the end of Fox Grove Road near the Village of Pastoria. Work must be completed within 120 days of Notice to Proceed. The project is subject to VDOT Road and Bridge Specifications, Virginia Erosion and Sediment Control requirements, and Davis-Bacon wage rates where applicable. The contractor obtains all permits, including those from the U.S. Army Corps of Engineers, Virginia Department of Environmental Quality, and Virginia Marine Resources Commission, though the county waives permit fees and tipping fees for demolition materials delivered to the North Landfill. Engineering drawings were prepared by Consultants & Designers, Inc. of Hanover, Maryland, dated June 2026.
A bid bond equal to 5% of the bid amount is due at submission, and the successful bidder must furnish a performance bond and a payment bond, each equal to 100% of the contract amount. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and Virginia statutory workers' compensation. Bid prices must be net and include delivery to Accomack County. Standard work hours run 7:00 a.m. to 7:00 p.m., Monday through Friday, and outside-hours work requires 48 hours' written advance approval. A non-mandatory pre-bid meeting was held October 23, 2026 at the project site.
