About this opportunity
The City of Portsmouth, Virginia is requesting sealed bids for traffic signalization and roadway improvements at Fire Station 1, located at 1601 Effingham Street, with bids due July 14, 2026 at 2:00 p.m. under IFB #61-26-SKL. The City has established a 10% Minority/Women Business Enterprise (M/WBE) goal; bidders must either meet the goal, demonstrate good faith efforts earning a minimum of 90 points, or submit documentation of intent to self-perform all work without subcontracting.
The scope encompasses traffic signalization, curb and gutter, curb ramps, sidewalks, signing, and striping work at the Effingham Street and Randolph Street intersection. The project incorporates the Hampton Roads Planning District Commission's Regional Construction Standards (Sixth Edition, June 2016) with project-specific modifications. Design drawings by VHB Inc., dated June 8, 2026, consist of six sheets covering general construction notes, topographic survey, demolition plan, signal plan, and curb ramp/pavement marking plan. Virginia contractor licensure per Title 2.2, Chapter 43 of the Code of Virginia is required. Davis-Bacon Act prevailing wage requirements apply.
A 5% bid security (bidder's bond, certified check, cash escrow, personal bond, property bond, or letter of credit) must accompany each submission. All bids must remain subject to acceptance for 90 days after bid opening. The City reserves the right to negotiate with the lowest responsive and responsible bidder should the bid exceed available funds. Sealed electronic bids will be publicly opened and read on July 15, 2026 at 2:30 p.m. via Microsoft Teams.
A non-mandatory pre-bid conference is scheduled for June 25, 2026 at 3:00 p.m. at 801 Crawford Street, 4th Floor, Portsmouth. Questions must be submitted by 5:00 p.m. on June 30, 2026 to Susan Kenney Lambert at lamberts@portsmouthva.gov. Required submittals include Forms A through D documenting M/WBE utilization commitments and good faith efforts, along with Debarment Certification, Certificate of Compliance with Immigration Laws and Regulations, and Non-Collusion Affidavit forms.
