About this opportunity
The California Department of Corrections and Rehabilitation (CDCR), Board of Parole Hearings (BPH) has issued an Invitation for Bid (IFB) No. 600001976 Re-Bid 1 for Foreign Language Telephone Interpreter Services. The procurement seeks a contractor to provide comprehensive telephone interpreting services across 150 languages, available 24 hours a day, seven days a week. Key deliverables include interpreting services between English and foreign languages, with interpreters required to have court certification or registration. The contractor must supply and maintain 83 specialized dual-handset telephones across various CDCR facilities, with the ability to handle approximately 4,000 monthly interpretation minutes. Bidder qualifications include submitting three reference letters demonstrating interpreter services experience within the past five years. The bid submission deadline is May 10, 2016, at 11:00 AM, with a public bid opening at 1:30 PM the same day. The anticipated contract period is from July 1, 2016, through June 30, 2018, with evaluation criteria focused on identifying the lowest responsible bidder meeting all specified requirements.
While no specific Disabled Veteran Business Enterprise (DVBE) participation goal is mandated, the solicitation offers incentives of 1-5% based on DVBE involvement. The procurement allows for multiple contract awards, with a primary contractor selected as the lowest responsible bidder and secondary contractors assigned based on bid rankings. Bidders must provide per-minute rates for interpreter services and equipment leasing, with the total agreement amount subject to potential augmentation by 25-100% at the state's discretion. The monthly invoicing must include detailed information such as usage minutes, facility location, caller information, and case numbers. Pricing must encompass all associated expenses, including travel and training costs. Bidders may offer a discount of at least 0.5% for invoices paid within 30 days, which could serve as a tiebreaker for identical bids. The estimated budget appears to be structured around 4,000 monthly interpretation minutes, with equipment requirements of 83 phone units and one splitter per month.
