About this opportunity
The City of Portsmouth, Virginia is soliciting bids on the Warfield Canal Dredging project under IFB 52-26-SKL, with bids due July 30, 2026 at 2:00 p.m. EDT via eVA and public opening scheduled July 31 at 2:30 p.m. EDT via Microsoft Teams. An M/WBE participation goal of 10 percent of contract dollar value applies; bidders must either meet this goal or document good faith efforts through required forms.
Work includes dredging sediment from Warfield Canal between Cavalier Boulevard and Roosevelt Boulevard (West Dredge station 9+25.00 to 12+75.00 and East Dredge station 19+75.00 to 22+75.00); temporary removal and reinstallation of a trash boom downstream of Cavalier Boulevard; removal of six small trees and trash and debris; culvert pipe removal; and reinforced concrete pipe endwall repairs and erosion remediation using VDOT EW-1 headwall specifications. Access is via Cavalier Boulevard right-of-way and an existing 25-foot-wide drainage easement. The successful bidder must contract directly with Rouse-Sirine Associates, LTD for pre-dredge and post-dredge surveys at bidder expense, comparing conditions to the May 18, 2023 baseline survey. Vegetation trimming costs must reflect equipment selection and site conditions. Protection of overhead Dominion Energy power lines along Cavalier Boulevard and OSHA compliance are required. The project encompasses comprehensive erosion and sediment control measures per Virginia Stormwater Management Handbook standards and VDOT specifications, with maintenance of traffic provisions for impacts on multiple roadways.
The initial contract period is 90 days. Bid security of 5 percent of total bid must accompany each submission. Bidders must be licensed Virginia contractors and submit debarment certifications, immigration law compliance certifications, non-collusion affidavits, and completed W-9 forms. A non-mandatory pre-bid conference is scheduled for July 7, 2026 at 3:00 p.m. EDT at 801 Crawford Street, 4th Floor. Questions are due July 13, 2026 at 5:00 p.m. Addendum No. 1 was issued July 22, 2026 and modified scope clarifications and the original July 23 bid due date to July 30.
