About this opportunity

Dawson County, Georgia is requesting sealed bids for pavement condition survey services covering approximately 220 miles of unincorporated asphalt roads, with bids due October 14, 2026 at 3:00 p.m. (IFB #501-26). Questions are due October 7, 2026 at 5:00 p.m., with responses posted by October 9. No pre-bid meeting is scheduled.

The scope requires a baseline pavement inventory using Pavement Condition Index (PCI) methodology per ASTM-D6433-18 and Federal Highway Administration guidelines. The contractor must deploy image-based data collection with surface imaging, 360-degree HD video, GPS geotagging, and LiDAR mobile laser scanning; define logical road-network segmentation with County approval; assign each segment a PCI rating (0–100 scale); and document distress types and severity. All data collection and inspections must be performed by qualified, trained personnel. Deliverables include PCI ratings by segment with beginning and ending locations, distress documentation, an AI-generated pavement management planning tool, unlimited access to video files, a Microsoft Excel database, and ESRI-compatible GIS files for integration into the County's systems.

Contractors must demonstrate a minimum of five years' experience with PCI surveying and provide three references for similar projects completed within the past three years, preferably in Georgia. Pricing is submitted per linear centerline mile surveyed (220 miles). Contract completion is required within 90 days of the Notice to Proceed date.

The County will award to the lowest responsive, responsible bidder. Liquidated damages are $500 per day. Required insurance includes $1 million liability per incident and $500,000 automobile coverage, with Dawson County named as additionally insured. Contractors must comply with E-Verify, provide a Drug Free Workplace Affidavit, Georgia Security and Immigration Compliance Act Affidavit, and Non-Collusion Affidavit. Bid validity is 90 days from opening. Payment is NET/30 from correct invoice receipt.
