About this opportunity

Baltimore City Public Schools Office of Procurement is requesting sealed bids for complete elevator replacement at Francis Scott Key Elementary/Middle School #076 under IFB-27017, with bids due August 27, 2026 at 11:00 a.m. via the eMaryland Marketplace Advantage (eMMA) portal and electronic opening at 1:00 p.m. the same day. The mandatory pre-bid site walkthrough is July 28, 2026 at 10:00 a.m. (limited to two representatives per company, approximately 45 minutes); written questions were due August 3, 2026 at 4:00 p.m.

MBE and WBE participation goals are 25 percent and 5 percent respectively (no MBE participation required for bids under $50,000). All contractors must be prequalified by the Baltimore City Department of Public Works Contractors Qualification Committee and must self-perform at least 51 percent of work for elevators and related trades.

The scope encompasses complete elevator replacement with site preparation, hazmat testing and remediation, and structural modifications as needed at 1425 East Fort Avenue, Baltimore, Maryland 21230. Work must be performed during specified hours: 7:30 a.m. to 4:00 p.m. during summer months and 4:00 p.m. to midnight during the school year, with no audible or visible work between 7:00 p.m. and 7:00 a.m. The contract includes a base item for elevator replacement, a $15,000 allowance for unforeseen work, and seven unit-price items for soil excavation, rock excavation, concrete patching, structural steel, and fire-rated doors.

The contract term is twelve months from Notice to Proceed with no compensation for duration extensions. The Board of School Commissioners reserves the right to terminate for convenience with thirty days' written notice. Bids must include a bid bond equal to 2 percent of total lump sum or alternative bid guarantee. Prevailing wage does not apply; living wage requirements per Baltimore City ordinance do apply. Contractors must submit Lead-Based Paint Certification, EPA Renovator Certification, and worker training records. Award will be to the lowest responsive and responsible bidder pending Board approval. Addendum 2 amended the due date from August 20 to August 27, 2026; vendors must acknowledge receipt of all addenda in their proposals.
