About this opportunity
Cumberland County, North Carolina is requesting bids on a motorized telescoping seating system for Crown Coliseum under IFB #27-18-CROWN, with sealed bids due October 26, 2026 at 2:00 PM and a mandatory site visit on October 13 at 1:30 PM at the coliseum loading dock.
Bidders must be pre-approved Tier-1 manufacturers — Hussey Seating Company, Irwin Seating Company, or Interkal LLC — or obtain written approval by the October 15 questions deadline. The scope encompasses complete demolition of five sections of existing lower-bowl telescoping bleachers, turnkey engineering and installation of a premium motorized individual chair system with electrical integration, and staff training. Deliverables include player and penalty box infills; seating installation is restricted to floor-mounting only, with wall-mounted anchoring explicitly prohibited. Chair and seating upholstery must meet or exceed Grade 4 (arena grade) vinyl standards. The vendor assumes 100 percent liability for damage to the coliseum floor slab.
Warranty requirements are a 10-year structural integrity warranty, 3-year electrical and motorization warranty, and 5-year seating and component warranty, with all replacement parts, repairs, and labor provided at no cost to the County. Bid pricing is all-inclusive of shipping and delivery; all standard manufacturer color options must be included in base pricing without upcharges; sales tax is excluded. Payment terms are net 30 after invoice approval.
Rigid milestone execution timelines apply: engineering submission within 21 calendar days, manufacturing within 90 calendar days, demolition and site preparation within 7 calendar days, mechanical and structural assembly within 14 calendar days, and commissioning within 7 calendar days. The contract term extends until all commitments are fulfilled from award date. Vendors must demonstrate financial stability, provide three references for similar projects, carry adequate commercial insurance, and comply with North Carolina's Iran Divestment Act, E-Verify requirements, and Israel boycott divestment restrictions. Written questions are due October 15 at 12:00 PM EST.
