About this opportunity

Gloucester County Central Purchasing Department is soliciting bids under IFB 27-012-CJ for all labor, materials, equipment, and supervision to construct the Clements Avenue Water Line Replacement, with bids now due November 16, 2026 at 2:00 p.m. The bid extension moved the original November 5 deadline to that date and time. A final addendum addressing remaining bidder questions and project clarifications will be issued before the revised bid opening.

Pricing is a lump sum for the revised scope under one construction contract. The base bid includes the first portion of York Street, and the work extending into the wooded area has been removed. The project covers Clements Avenue, Main Street, Botetourt Avenue, and Ware Street. The existing Main Street main is 6-inch cast iron, and exploratory excavation is required along the rear of Clements Avenue between Gloucester Street and Ware Street to verify communication and electrical utilities.

Work within the VDOT right-of-way requires applicable permits and compliance with lane closure guidelines. Daytime work during the school session is limited to 9:00 AM to 2:15 PM, subject to VDOT approval. The contractor must notify VDOT at least 48 hours before beginning work and coordinate final inspection and acceptance upon completion.

Gloucester County Public Utilities performs all water shutdowns. The contractor coordinates scheduled shutdowns, service restorations, and overnight work at least five business days in advance, with shutdown start times no earlier than 11 PM. The contractor distributes door hanger notifications at least 72 hours before each shutdown and notifies the local Fire Department and Sheriff's Office. The County provides a contractor laydown area of approximately 10,010 square feet at the former County Utility Yard near Pump Station 13, and the contractor must maintain unobstructed access to that pump station.

Bidders must submit a signed acknowledgment of the addendum with their offer, though omitting it will not disqualify a submission.
