About this file

This is Addendum No. 1 to Invitation for Bids (IFB) 27-012-CJ for the Clements Avenue Waterline Replacement project issued by the County of Gloucester Central Purchasing Department on October 30, 2026. The project involves the replacement of a water main along Clements Avenue, with work occurring in areas including Main Street, Botetourt Avenue, and Ware Street. The addendum addresses seven key questions and clarifications regarding project scope and execution. The existing water main along Main Street is confirmed as 6-inch cast iron, and exploratory excavation will be required along the rear portion of Clements Avenue between Gloucester Street and Ware Street to verify existing communication and electrical utilities. The project will be completed under one construction contract with the first portion of York Street included in the base bid; the work extending into the wooded area has been removed from the project scope. Bidders must submit a lump-sum price for the revised scope.

The addendum establishes critical coordination and operational requirements for contractor performance. Gloucester County Public Utilities will be responsible for all water shutdowns, with the contractor required to coordinate scheduled shutdowns, service restorations, and overnight work a minimum of five business days in advance; shutdown start times cannot be earlier than 11 PM. Work within the VDOT right-of-way must comply with applicable permit requirements and lane closure guidelines, with anticipated daytime working hours during the school session limited to 9:00 AM to 2:15 PM subject to VDOT approval. Gloucester County will provide public announcements and purchase door hanger notifications for residents, with the contractor responsible for distributing notifications at least 72 hours before scheduled water shutdowns and notifying the local Fire Department and Sheriff's Office. The County will provide a designated contractor laydown area at the former County Utility Yard near Pump Station 13 (approximately 10,010 square feet), with the contractor required to maintain unobstructed access to the pump station. The contractor must notify VDOT at least 48 hours before beginning work and coordinate for final inspection and acceptance upon completion.

ADDENDUM NO. 1

Reference: Invitation For Bids: IFB 27-012-CJ Clements Avenue Waterline Replacement

Note: A signed acknowledgment of this addendum should be attached to your offer but will not disqualify your offer if not included.

Question 1: Existing Water Main and Tie-In Connections Please confirm the type and size of existing water mains at the proposed tie-in locations. The plans identify PVC along Main Street, which may be incorrect. Will exploratory excavation be required to verify existing conditions and fittings? Will revised drawings be provided?

RESPONSE: The existing water main along Main Street is 6-inch cast iron. To the best of Gloucester County Public Utilities' knowledge, the existing cast iron water mains along Main Street, Botetourt Avenue, and Ware Street are not raised-letter cast iron. All existing water main material information is based on the County's best available knowledge. Exploratory excavation will be necessary along the rear portion of Clements Avenue, between Gloucester Street and Ware Street, to verify existing communication and electrical utilities shown on Existing Conditions Plan Sheet C3.0.

Refer to the attached marked-up existing conditions drawing for additional information regarding existing water main materials and locations.

Question 2: Water Shutdowns and Overnight Work

RESPONSE: Gloucester County Public Utilities will be responsible for performing all water shutdowns.

The Contractor shall coordinate all scheduled shutdowns, service restorations, and overnight work with Gloucester County Public Utilities a minimum of five (5) business days in advance. Water shutdowns shall occur during the approved overnight work window, subject to coordination and approval by Public Utilities. The shutdown start time is no earlier than 11 PM.

Question 3: VDOT Working Hours- What are the allowable working hours within the VDOT right-of-way, including restrictions associated with the school zone and nighttime construction?

RESPONSE: All work within the VDOT right-of-way shall comply with the requirements of the applicable VDOT land use permit and lane closure guidelines. Anticipated daytime working hours during the school session are 9:00 AM to 2:15 PM, subject to VDOT approval. Any deviations from the permitted lane closure hours must be requested by the Contractor and approved by VDOT. All nighttime work must be approved by Gloucester County Public Utilities and must comply with the applicable VDOT right-of-way restrictions. Refer to the attached VDOT Lane Closure Guidelines.

Question 4: Public Notifications- Who will be responsible for notifying affected residents and emergency services of scheduled water interruptions, and what advance notification is required?

RESPONSE: Gloucester County will be responsible for public announcements regarding scheduled water interruptions. The County will purchase and provide door hanger notifications to the Contractor. The Contractor shall be responsible for distributing the notifications to all affected properties a minimum of seventy-two (72) hours before the scheduled water shutdown. The Contractor shall verify delivery by photographing each affected property with the notification door hanger and property address visible. The Contractor shall also notify the local Fire Department and Sheriff's Office of scheduled water shutdowns a minimum of seventy-two (72) hours in advance.

Question 5: Contractor Laydown Area- Will the County provide a designated staging or laydown area for construction materials and equipment? If so, where will it be located?

RESPONSE: Gloucester County will provide a designated contractor laydown area at the former County Utility Yard near Pump Station 13, behind Southern States. The designated area is approximately 10,010 square feet, as identified on the attached laydown area map. The Contractor shall maintain a clear and unobstructed access route to the County pump station at all times. Construction materials, equipment, and vehicles shall not block access to the facility. Refer to the attached County Utility Yard and Laydown Area Map for the designated location.

Question 6: VDOT Inspections- What VDOT inspection requirements will apply to the project, and what coordination responsibilities will the Contractor have?

RESPONSE: VDOT will conduct independent inspections of work performed within its right-of-way in accordance with the requirements of the applicable VDOT permit. Inspections may include verification of proper backfill placement, pavement sections, traffic control devices, signage, flagging, and other applicable safety measures. The Contractor shall notify VDOT at least forty-eight (48) hours before beginning work and coordinate with VDOT upon completion of the work for final inspection and acceptance. The Contractor shall be responsible for complying with all inspection, notification, and coordination requirements established by the VDOT permit.

Question 7: York Street Bid Option and Project Phasing- The plans indicate a Bid Option on York Street;

however, the bid form requests a lump-sum price and does not provide a separate line for the Bid Option.

How should bidders price this work? Will the project be constructed in separate phases?

RESPONSE: The project will be completed under one construction contract. The first portion of York Street will be included in the Base Bid, while the work extending into the wooded area has been removed from the project. Bidders shall include the revised scope in their lump-sum bid. Refer to the attached revised Sheet C3.0.
