The scope encompasses turnkey conversion of new, current-production shipping containers into fully finished, watertight, climate-controlled aviation operations offices for delivery to Abilene Airport (2850 Airport Blvd, Abilene, TX 79602), with delivery costs included in bid price.

Each container must include closed-cell spray polyurethane foam insulation, finished plywood interior walls and ceilings (Sherwin-Williams Agreeable Gray), commercial-grade epoxy flooring, a mini-split heat-pump HVAC system with single or dual-zone capability, a 100-amp electrical service panel with dedicated circuits, LED lighting with dimming controls, CAT6 network infrastructure with interior and exterior wireless access point provisions, a two-person workstation area with fold-down work table, provisions for two 65-inch televisions, a wall-mounted network/server rack, five exterior LED floodlights, two exterior receptacles, a commercial personnel door with keypad lock, two 4-foot by 4-foot insulated windows, fire extinguisher and illuminated exit sign, and a weatherproof exterior communications entry point. All systems require inspection and testing prior to acceptance, with deficiencies corrected by the vendor before delivery.

A minimum five-year warranty on conversion and workmanship and manufacturer warranties on all equipment are mandatory. Bid prices must remain firm for 12 months from opening. Award will be made to the best value bidder based on pricing, delivery timeline, vendor capacity and skill, previous experience with Texas A&M Forest Service, and other relevant factors at the agency's sole discretion. Contractors must maintain insurance per Attachment A and comply with all applicable federal and state laws, including civil rights requirements and drug-free workplace provisions. The contract is subject to appropriation by the Texas Legislature and may be canceled without penalty if funding becomes unavailable. The Forest Service reserves the right to purchase additional quantities within 60 days of award under the same terms and pricing.
