This document is the Attachment B specifications for a state and local invitation for bid (IFB-27-004) issued by the State of Texas for a custom shipping container office to be delivered to the Abilene Tanker Base. The procurement requires one 40-foot high cube IIRC steel shipping container to be converted into a fully finished, watertight, insulated, and climate-controlled aviation operations office. The project is a turnkey conversion that includes structural modifications, insulation, interior finishes, electrical systems, HVAC, lighting, doors, windows, network and data infrastructure, fire-safety equipment, and all other components necessary for a professional office environment. The container must be structurally sound, weathertight, and free from corrosion or damage, with an exterior painted beige and suitable for permanent outdoor installation in West Texas. A minimum five-year warranty on the completed conversion and workmanship is required, along with manufacturer warranties for all installed equipment and components.
The specifications detail comprehensive technical requirements for interior and exterior systems, including closed-cell spray polyurethane foam insulation with finished plywood walls and ceilings painted in Sherwin-Williams Agreeable Gray, commercial-grade epoxy flooring, a properly sized mini-split heat-pump HVAC system with single or dual-zone capability, a complete 100-amp electrical service panel with dedicated circuits, LED lighting throughout with dimming capability, and network infrastructure supporting CAT6 cabling with both interior and exterior wireless access point provisions. The office must accommodate a two-person workstation area, a 10-foot fold-down work table, provisions for two 65-inch televisions, a wall-mounted network/server rack, five exterior LED floodlights, two exterior receptacles, interior lighting with dimming controls, a commercial personnel door with keypad lock, two 4-foot by 4-foot insulated windows, fire extinguisher and illuminated exit sign, and a weatherproof exterior communications entry point for future expansion. SPECIFICATIONS
ABILENE TANKER BASE
MINIMUM TECHNICAL SPECIFICATIONS
1. SCOPE OF WORK
The successful vendor shall furnish and deliver one (1) 40-foot High Cube IIRC steel shipping container converted into a fully finished, watertight, insulated, climate-controlled aviation operations office for use at the Abilene Tanker Base.
The completed unit shall be furnished as a turnkey office and shall include all structural modifications, insulation, interior finishes, electrical systems, HVAC, lighting, doors, windows, network/data infrastructure, fire-safety equipment, and other components identified within this specification.
All materials and workmanship shall be commercial grade and suitable for extended daily use in an aviation operations environment and outdoor installation in West Texas.
See sketch in Attachment C for reference of approximate location of options described. Exact placement of options will be finalized with selected bidder and approved by end user prior to beginning modifications.
2. CONTAINER REQUIREMENTS
The base container shall meet the following minimum requirements:
• Quantity: One (1)
• Size: 40-foot High Cube IIRC
• Construction: Corten/weathering steel
• Container shall be structurally sound, weather-tight, and free from significant corrosion, structural damage, or water intrusion.
• Container shall be suitable for permanent or semi-permanent outdoor installation.
• All modifications to the container shall maintain the structural integrity of the unit.
• Openings cut into the container for doors, windows, HVAC, electrical, or communications equipment shall be properly framed and reinforced as required.
• Exterior color: Painted beige, color to be approved by end user
• Exterior finish shall be suitable for long-term outdoor exposure.
• Minimum five (5) year warranty on the completed office conversion. Vendor shall clearly identify all warranty terms, exclusions, and manufacturer-specific equipment warranties in the bid response.
3. INTERIOR FINISH AND INSULATION
The entire occupied interior shall be professionally finished.
Insulation
Walls and ceiling shall be insulated using closed-cell spray polyurethane foam insulation overlaid with finished smooth, painted plywood specified below.
Insulation shall:
• Provide a continuous thermal barrier to the greatest extent practical.
• Minimize air infiltration and condensation.
• Be suitable for the West Texas climate.
• Be installed behind the finished interior wall and ceiling surfaces.
Vendor shall identify the proposed insulation thickness and resulting R-value in the bid response.
Interior Walls and Ceiling
Walls and ceiling shall be covered with durable, commercial-grade finished plywood material suitable for an office environment, painted Sherwin-Williams Agreeable Gray (SW 7029), or similar color approved by end user.
Interior surfaces shall provide a clean, professional appearance and be capable of supporting normal commercial office use.
Structural blocking shall be installed behind finished wall surfaces wherever required for televisions, fold-down tables, network racks, cabinets, or other wall-mounted equipment.
Flooring
The existing container floor may be retained with any splintering removed and gouges filled to attain an even surface. The entire floor surface shall be professionally coated with commercial/industrial-grade epoxy to provide a durable, long-lasting, and easy-to-clean finished surface suitable for daily office use and heavy foot traffic. Paint is not acceptable as a substitute for the epoxy coating.
4. HVAC SYSTEM
Provide and install a complete mini-split heat-pump HVAC system capable of heating and cooling the entire 40-foot High Cube office. If a single properly sized unit cannot provide adequate and reasonably balanced heating and cooling throughout the space, a two-zone mini-split system with an indoor unit located at each end of the container shall be provided. The HVAC system shall be appropriately sized based upon:
• Interior cubic footage
• Insulation values
• Two 4' × 4' windows
• Exterior personnel door
• West Texas summer temperatures
• Solar loading
• Personnel occupancy
• Computers and office equipment
• Two 65-inch televisions
• Network/server equipment
• Other anticipated internal heat loads
The vendor shall calculate the required HVAC capacity and identify the proposed system manufacturer, model, and BTU capacity in the bid. The HVAC system shall be properly sized for the completed container based on the actual calculated heating and cooling load. The contractor shall account for the container size, insulation, windows, equipment heat load, occupancy, solar exposure, local climate conditions as may be experienced in West Texas, and the efficiency/SEER rating of the proposed equipment.
Proper sizing is critical. An undersized system may not adequately cool the space or control humidity during peak summer conditions in South or West Texas. An oversized system may short-cycle, resulting in poor humidity control, reduced efficiency, and unnecessary wear on the equipment.
The system shall provide both heating and cooling.
A dedicated electrical circuit shall be provided for the HVAC system.
No substitution of the mini-split heat-pump design is permitted.
