About this opportunity

The California Department of Pesticide Regulation is requesting bids for physician consulting services under IFB 26-C0020, with bids due July 9, 2026 at 2:00 p.m. and written questions due June 25, 2026. The consultant must be a licensed California physician with expertise in pesticide exposure, toxicology, epidemiology, and field worker health, and must be fluent in Spanish — core eligibility filters.

A 5% small-business preference is available to California OSDS-certified small businesses or non-SB firms subcontracting a minimum of 25% of services to certified SBs. DPR encourages a minimum 3% participation goal by Disabled Veteran Business Enterprise (DVBE) certified firms.

The scope includes telephone and on-site medical consultation to physicians treating pesticide-exposed patients; evaluation of medical records; assistance with pesticide exposure event investigations; contribution to research projects; and preparation of reports for publication. The consultant must be available Monday through Friday, 8:00 a.m. to 5:00 p.m., except state holidays, with designated coverage during extended absences.

The contract term is approximately 35 months, expected to begin in July 2026. The maximum budget is $191,724. Pricing must be submitted on an hourly rate basis for medical consulting services, with costs remaining firm for the life of the agreement. Travel and per diem reimbursement is available at state rates: lodging up to $84 per day, meals up to $34 per day, incidentals up to $6 per day, and actual coach airfare and economy rental car costs.

Award will be made to the lowest cost responsive responsible bidder. Bidders must provide three verifiable client references, proof of California business licensing, copies of medical licenses for all team members providing professional services, and completed declarations regarding eligibility, small business status, Darfur Contracting Act compliance, Iran Contracting Act compliance, and California Civil Rights Laws compliance. The notice of intent to award is anticipated July 16, 2026. Bid opening will be conducted publicly via Microsoft Teams.
