About this opportunity
The State Water Resources Control Board is issuing Invitation for Bid (IFB) No. 25-075-230 to procure comprehensive language services including written translation, real-time conference-style verbal interpretation, oral interpretation, multilingual phone line services, and verbal-to-written transcription with all necessary simultaneous interpretation equipment. The services must be provided across multiple languages including Spanish, Simplified Chinese, Korean, Punjabi, Vietnamese, Tagalog, and other Latin, Asian, Germanic, Slavic, and Native American languages, as well as American Sign Language (ASL). Qualified contractors must demonstrate a minimum of two years of experience in translation and interpretation services with specialized knowledge in legal, water, scientific, engineering, and health terminology; hold valid current certification from either Federal or California Court Interpreter programs for Spanish-English services; and possess American Translators Association certification for Spanish-English work. Contractor submissions must include resumes, written certification of equipment capability (including table-top sound booth, interpreter control units, FM transmitters, and minimum 250 headsets per scheduled event), and proof of required insurance coverage. The bid submission deadline is April 1, 2026, at 2:00 PM PST, with a virtual bid opening scheduled for April 2, 2026, at 10:00 AM PST, and the anticipated contract start date is upon approval with services continuing through December 31, 2028 (approximately 33 months of performance). Pricing must be structured on a per-word basis for translations, hourly rates for interpretation services with a two-hour minimum, per-minute rates for multilingual phone line services, and per-item charges for equipment rental.
This procurement includes small business and Disabled Veteran Business Enterprise (DVBE) participation preferences with a mandatory 3 percent DVBE participation requirement for the contract. Contractors must maintain all required insurance coverage including $1,000,000 in general liability, $1,000,000 in automobile liability, statutory worker's compensation, and $1,000,000 in professional liability insurance. The maximum contract value shall not exceed $900,000, with the State Water Resources Control Board reserving the right to amend the contract once to add not more than $250,000 if contract usage exceeds initial projections. All materials submitted by bidders become public records subject to California's Public Records Act. No work shall commence until all required approvals and signatures are obtained; any work performed prior to formal approval shall be considered voluntary and non-compensable.
