About this opportunity
The California Department of Social Services is soliciting bids under IFB 26-3046 for daily courier service between its Disability Determination Service Division (DDSD) Sierra and Central Valley Branch and the United States Postal Service, with bids due November 20, 2026, at 3:30 p.m. Pacific Time. The solicitation waives the DVBE program requirement but includes a DVBE incentive. A 5% Small Business Enterprise preference is available to non-small businesses that claim 25% California-certified SB subcontractor participation.
The contractor must provide all labor, materials, and equipment for the courier route. Bidders must demonstrate three years of prior daily courier experience, a valid California Department of Motor Vehicles Motor Carrier Permit, covered trucks or large vans for all mail classes, valid driver's licenses for all drivers, current vehicle registration or lease agreements with photographs, and three business references. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, workers' compensation and employers' liability of $1 million, and professional liability of $1 million per occurrence and $3 million aggregate. Bidders must also submit a minimum qualifications certification, a bid/bidder certification sheet, a rate sheet, and related declarations, and must return the package in a sealed envelope. Bids are submitted electronically to Becca Garcia-Valencia at CDSS.
The agreement runs up to 24 months from the start date, with the State holding the option to extend for an additional 12 months and/or add funds at originally agreed-upon rates. CDSS anticipates a Notice of Intent to Award in December 2026 and a proposed start date of January 1, 2027. Award goes to the lowest responsive responsible bidder on an all-inclusive monthly rate. Questions and a pre-bid meeting are not specified in the source.
