About this opportunity
The Town of Vienna, Virginia is requesting bids on the renovation of six restrooms across three floors at Vienna Town Hall under IFB 26-14, with bids due July 14, 2026 at 2:00 PM and a non-mandatory pre-proposal meeting on June 30 at 10:00 AM.
The scope includes demolition and replacement of all fixtures and finishes—tile flooring, wall treatments, lighting, plumbing fixtures, and mechanical and electrical systems—maintaining existing configurations and ADA accessibility. Work encompasses basement men's and women's restrooms (290.57 SF total), first floor gender-neutral and women's restrooms (194.67 SF combined), and second floor men's restroom with redesignated family restroom (196.67 SF combined). An asbestos inspection has been completed and certified. The contractor must coordinate with all MEP drawings, maintain normal building functions in adjacent occupied areas, schedule noise- and odor-producing activities during non-business hours by prior approval, and achieve substantial completion within 180 consecutive calendar days of Notice to Proceed. Two restrooms will be renovated at a time to preserve facility availability during business hours (8:00 AM to 4:30 PM) and evening public meetings.
Virginia contractor licensing is required—Class A for bids of $70,000 or more or annual volume exceeding $500,000. The contractor must perform at least 65% of total work with direct employees unless a written waiver is obtained. Bid security is 2% for bids of $100,000 or less, 5% for bids exceeding $100,000. Performance and payment bonds equal to 100% of the contract price are due within ten days of award and before work begins. Workers' compensation and broad form comprehensive general liability coverage of $2,000,000 combined single limit, plus $1,000,000 automobile liability, are required, naming the Town as additional insured. Liquidated damages are $350 per day for completion delays. Questions are due July 6 at 2:00 PM. Site visits are mandatory for bid preparation.
