About this opportunity
The New York State Office of Mental Health is requesting bids on an interoperability platform modernization project under IFB 26-040, with proposals due August 28, 2026 at 3:00 PM EST and a Notice of Intent to Bid deadline of August 7, 2026 at 3:00 PM EST. No set-asides or participation goals apply; MWBE and SDVOB goals are 0.00%, though contractors must demonstrate good faith efforts toward utilization of certified businesses.
The scope centers on deploying PSYCKES clinical data onto a new interoperability platform with standardized HL7 FHIR protocols. Key deliverables include implementing a custom HL7 FHIR API to expose clinical summary data using U.S. Core and USCDI standards; ingesting FHIR and non-FHIR data from external providers (FHIR resources, CCDA documents, NDJSON files, HL7 V2 messages, and CSV files); implementing patient matching via a Master Data Management solution; exchanging CDA resources; deploying Clinical Decision Support services; implementing EasyShare SMART Health Links specifications; creating an administrative website for SMART on FHIR application access management; and enabling secure OAuth 2.0 client registration. Conversion of specific clinical data sections to FHIR—demographics, flags, care coordination, medications, diagnoses, procedures, encounters, lab services, questionnaire responses, and summaries—is required. The incumbent vendor is Smile CDR, Inc.
The production environment currently serves over 20 million clients across 1,700+ facilities, processes approximately 5,000 Clinical Decision Support Hooks requests per minute at sub-one-second response times, and handles batch loads exceeding 1 terabyte, establishing mandatory performance and scalability requirements. Bidders must provide three years of operations and support pricing (225 standard support hours annually and 150 premium support hours annually at specified hourly rates) and implementation costs for reaching full production readiness if not currently available. All pricing is fixed for the three-year contract term; no escalation or travel reimbursement is permitted. Questions are due August 14, 2026. Award is anticipated for September 15, 2026, with contract performance running through September 14, 2029. Bidders must demonstrate at least three years in business performing required services and submit New York State Workers' Compensation and Disability Benefits Insurance certification, vendor responsibility questionnaires, EEO staffing plans, and compliance certifications. Electronic bids must be submitted to bids@omh.ny.gov; facsimile and hard-copy submissions will not be accepted. Award will go to the responsible and responsive bidder offering the lowest total bid amount meeting all mandatory requirements.
Opportunity text
New York State Office of Mental Health (OMH) aims to improve service delivery in New York by making data more accessible, generating new data, and replacing outdated applications with integrated, user-friendly, and accessible systems. To support this, OMH will establish standardized HL7 protocols, including deploying PSYCKES data onto a new interoperability platform, connecting PSYCKES with interoperability solutions, and implementing a FHIR® API for clinical summaries. Specific clinical data sections will be converted to FHIR®, such as demographic info, flags, care coordination, medications, diagnoses, procedures, encounters, lab services, questionnaire responses, and summaries. Additional steps include developing data ingestion processes from external providers, deploying patient matching, facilitating secure client application registration via OAuth 2.0, ensuring FHIR® standards compliance, and validating data efficiently. These initiatives aim to modernize OMH's data collection, sharing, and interoperability, enabling prompt responses and efficient data management, and transforming the output into HL7 FHIR® data to support clinical decision making, care coordination, and quality improvement throughout New York State's mental health system.
