About this opportunity
Roanoke Regional Airport Commission is requesting bids for Runway 6-24 Rehabilitation under IFB 26-013, with bids due August 25, 2026 at 1:00 PM. A pre-bid meeting and site review was held July 28, 2026. The Commission has an aspirational goal of 8.9 percent Disadvantaged Business Enterprise (DBE) participation, though the published goal is 0.0 percent. The project is federally funded through the Federal Aviation Administration.
The scope includes pavement rehabilitation of Runway 6-24 (milling and overlay work), thickening structurally deficient sections, and installation of a new runway centerline lighting system. Work is split into Phase 1 (Administrative Services, 240 calendar days from first Notice to Proceed) and Phase 2 (Performance of Work, 150 calendar days to substantial completion and 180 calendar days to final acceptance from second Notice to Proceed). Phase 2 work area B operates under restricted closure windows: 10:00 PM to 6:00 AM for 12 nights and 1:00 AM to 5:00 AM for 13 nights, with exact dates requiring approval prior to December 31, 2026. Late opening for work area B carries liquidated damages of $3,000 for the first 15 minutes, $4,500 for the second 15 minutes, and $7,500 for each successive 15-minute interval with no cap.
Bidders must hold a qualified Virginia Class "A" Contractor's license and maintain general liability insurance of not less than $10,000,000, motor vehicle insurance of $1,000,000, and umbrella insurance of $5,000,000. Bid security equal to at least 5 percent of the total bid amount is required. Upon award, the successful bidder must file Performance and Payment Bonds each in an amount not less than 100 percent of the contract amount within 15 calendar days of Notice of Award. All employees and subcontractor personnel require Commission approval for access to airport secure areas and must pass federal security threat assessments and fingerprint-based criminal records checks. Contract award is contingent upon receipt of grant funding, with award to be made within 180 calendar days after bid opening. Progress payments are made monthly with 5 percent retention until final acceptance. Written clarification inquiries are due August 11, 2026 at 5:00 PM to procurement@flyroa.com. Addendum One revised the original bid due date and modified work area closure periods and liquidated damage terms.
