About this opportunity

The California Department of Food and Agriculture (CDFA) is requesting bids on Asian Citrus Psyllid (ACP) pesticide application services in Fresno County under IFB 26-0029, with bids due June 24, 2026 at 2:00 PM PT. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; failure to meet this minimum renders bids non-responsive.

The contractor must provide foliar and soil application of pesticides for ACP and other pests, initially in Fresno County but potentially extended to other counties. The scope includes five to ten operational spray trucks with multiple tanks, two standby spray trucks, backpack sprayers, specialized equipment for tall-tree access, pesticide mixing and loading capabilities, and trained personnel on standby basis. The contractor must deliver application recommendations, calibration documentation, Notice of Intent forms, and Pesticide Use Reports. Initial reporting is required within ten calendar days of notice; additional spray trucks and crews must deploy within five calendar days upon request. Primary pesticides include Merit 2F, Tempo SC Ultra, and CoreTect, with potential additions at CDFA discretion.

The contract term runs from July 1, 2026, through June 30, 2027, with options to renew for two additional one-year periods at CDFA's discretion. No guaranteed minimum treatment hours or pesticide gallons apply. Monthly payment in arrears is based on acceptably sprayed gallons documented in daily treatment logs and signed work orders. The contractor bears all costs for pesticides, equipment, personnel, fuel, maintenance, water sourcing, mixing and loading facilities, hazardous waste disposal, and repairs. Liquidated damages of $1,000 per day per spray truck apply for reporting delays or failure to spray on designated dates.

The cost proposal must include per-gallon rates for spray truck and backpack applications, unit prices for each pesticide product, and hourly rates for Pest Control Advisor recommendations. Written questions are due June 15, 2026, with responses posted by June 19, 2026.
