A 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; bidders failing to meet this minimum will be rejected as non-responsive.

The contractor must provide foliar and soil application of three primary pesticides—Merit 2F (EPA# 432-1312), Tempo SC Ultra (EPA# 432-1363), and CoreTect (EPA# 432-1457)—using spray trucks, backpack sprayers, and specialized equipment capable of treating trees up to 60+ feet in height. The contractor must maintain five to ten active spray trucks with crews, two standby spray trucks, and five backpack sprayers, and demonstrate capability to deploy additional equipment within five calendar days of notice. Stand-by availability of all equipment, materials, and trained personnel is mandatory to ensure immediate deployment. The scope includes pesticide procurement, mixing and loading, equipment calibration, Pesticide Use Reports, and Pest Control Advisor (PCA) services on an hourly basis. The contractor bears all equipment costs, pesticide procurement, personnel training, insurance, licensing, and federal and state pesticide regulatory compliance.

The contract term runs from July 1, 2026 through June 30, 2027, with two optional one-year renewal periods subject to funding appropriation and satisfactory performance. The CDFA may extend the geographic scope to additional counties at its discretion. Bidders must submit unit pricing per gallon for spray truck applications and per-unit rates for hand/backpack applications, pelletized formulations, chemicals, and PCA hourly rates. All labor, equipment, parts, materials, tools, licenses, permits, supervision, insurance, transportation, and per diem costs must be included in per-gallon pricing. Award goes to the lowest responsive and responsible bidder. No guaranteed minimum treatment volumes or hours apply. Liquidated damages of $1,000 per day per spray truck are assessed for failure to report on the official start date or operational delays.
